A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO,
APPROVING A CERTAIN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY
OF ASPEN AND THE ASPEN SCHOOL DISTRICT FOR A SCHOOL RESOURCE OFFICER
GRANT.
Whereas, There has been presented to the City Council a certain Intergovernmental Agreement
between the City of Aspen and the Aspen School District, a copy of which is appended hereto as
Exhibit A.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ASPEN, COLORADO,
Section 1.
The City Council hereby approves that certain Intergovernmental Agreement between the City of
Aspen and the Aspen School District and authorizes the City Manager to execute the same on
behalf of the City.

INTERGOVERNMENTAL AGREEMENT
CITY OF ASPEN - ASPEN SCHOOL DISTRICT
School Resource Officer Grant
THIS INTERGOVERNMENTAL AGREEMENT I hereinafter referred to as
"Intergovernmental Agreement") made and entered into this day of
_, 2003. by and between the CITY OF ASPEN, Colorado, a
municipal corporation (hereinafter referred to as "City"); and the ASPEN SCHOOL
DISTRICT. a political subdivision of the State of Colorado organized under and existing by
virtue of the laws of the State of Colorado ("School District").
WITNESSETH:
WHEREAS. the City and School District are each authorized to enter into this
Intergovernmental Agreement to contract with each other: and
WHEREAS, the City has received a federal "Cops in Schools" grant from the
United States Department of Justice in the amount of $125.000.00 for a period of three
years to implement a School Resource Officer Project. a copy of which is appended
hereto as Exhibit A: and
WHEREAS, the aforementioned grant is conditioned upon the City agreeing to
match the federal funds in the amount of $188.000.00 and upon an agreement by the City
that it will continue the School Resource Officer Project for a period of four years: and
WHEREAS, the School Resource Officer Project will benefit the School District
and the School District is prepared to help provide the matching funds referenced above:

WHEREAS, the City and School District desire to enter into this agreement to
implement a federal grant to the City to initiate a School Resource Officer Project at the
schools owned.and operated by the School District in Aspen. Colorado.
NOW, THEREFORE. in consideration of the mutual benefits to be derived
hereby, the City and the School District enter into this Intergovernmental Agreement to
implement a School Resource Officer Project.
1. The City shall accept the grant from the United States Department of Justice and
implement the School Resource Officer Project by hiring a police officer and assigning
that person to comply with all the terms and conditions of the grant award, including, but
not limited to, assigning the School Resource Officer to the School District facilities no
less than 75% of the officer's time.

exhibit.
4. The parties hereto agree that the des/red outcome of the proi ~ct are as follows end
agree to cooperaively take all reasonable s~ps to achieve the proposed outcc~nes of the
project:
The proposed goals and objectives are to create and ez~hance an environment in
our schools that helps improve the connection between the youth of our
community and the rest of the community. The provision of clear communication,
positiw interaction,, trust, and role models, are key elements. The programs that
we have established and are being developed as outlined [in the grant proposal]
ail have this as the base philosophy behind each program.
5. The parties hareto acknowledge that the City curreatly has assigned to the School
District facilities a police officer whose current duties include tha of ~ school resource
officer. By entering into this interl~ovemmental agreement, tho City neither guarantees
nor represents that it will continue to fund that police officer's duties in the futom.

Dear Chief Ryerson:
Congratulations on receiving a COPS in Schools grant award from the Office of Community Oriented
Policing Services (COPS) for 1 new, additional fall~time officer(s) and 0 part-time officer(s) in the mount of $125.000.
The grant award start date for your COPS in Schools award is 4/1/2003, which means that your agency may be reimbursed for
entry-level salaries and benefits of additional officers hired on or afier this date
Enclosed in this award package is your grant award docmant with a list of corresponding gram conditions that apply
to this program. Please read and familiarize yourself with these grant conditions prior to signing the document. As a
reminder, deparunems awarded funding under the COPS in Schools grant program are required to attend a COPS in
Schools Regional Training Workshop. The COPS Office, or our designee, will be the sole provider for the training, and
COPS wilI reimburse all reasonable costs up to $1.200 for each required participam to cover travel, lodging and per diem.
In order to satisfy this condition, the specific COPS in Schools officer(s) assigned to the school(s) as a result of receiving
this COPS grant, as well as one representative from the partnering school or school district, must attend one of these
traming workshops. Your agency will receive information on the training dates and locations in the near future.
Also included in this package is the COPS in Schools Grant Owner's Manual. which summarizes and explains the
conditions of your agency's COPS in Schools grant award. This manual also has information relating to payment methods
and procedures for receiving your grant funds. Furthermore, in an effort to assist your agency with completing the required
financial reporting forms that must be regularly submitted to the COPS Office under this gram, a Helpful Hints Guide has
been included in this award package.
For your convenience, a set of mailing labels has been enclosed which may be used to submit correspondence to the
COPS Office. To officially accept your grant, please sign the enclosed award document and remm the original to the
COPS Office within 90 days. Failure to submit the signed award document within this 90-day period may result in
withdrawal of the grant without further notice from the COPS Office.
We are pleased that your agency has elected to participate in the COPS in Schools grant program and look forward to
working with you in a productive partnership to further your community policing efforts. Should you have any questions,
