HomeMy WebLinkAbout26_NOISE_IMPACT_STUDY26.1Noise Impact Study noise impact study section 26 26.2 Bar Slash X Ranch LLC - Annexation and Stage Road PUD/Subdivision: Final Submission In discussions in early February 2004 between Applicant and the Soldner family and their repre - sentatives, the Soldners indicated that the protec - tion of their property from the noise impacts of traffic was a very major concern, and likely to be the deciding factor in resolving outstanding issues with Bar/X Ranch and the City of Aspen. As a result, Bar/X Ranch LLC engaged acoustic engineer Jeff Geiler of Gwynfyd Consulting LLC in Aurora to conduct a noise impact analysis of the three road schemes under discussion at that time (called Soldner A, B and C). The road location suggested by the Soldners on the far East side of the ranch meadow east of their property was unac- ceptable to Bar/X Ranch LLC, but was included for the sake of objective comparison. Mr. Geiler was sent traffic trip generation figures which Applicant’s engineers - Buckhorn Geotech Inc. of Montrose - had evolved in discussion with Aspen Community Development Department as part of the final subdivision submission. Buckhorn Geotech also sent Mr. Geiler their AutoCAD files for the design of a road on the West side of the Soldner property including the provision of a berm as the road climbs up the slope near the Soldner buildings which would both help reduce noise impacts and screen the lights of traffic on this road from Highway 82. The noise impact analysis, which is included here in its entirety, shows that the reduction of noise levels at the Soldner buildings from moving the access road from immediately east of the Soldner property (as currently designed) to the far east side of the ranch meadow is only 1 to 2 dB, which is not a significant difference. The reduction from putting the road west of the Soldner property is 8 dB, however, which nearly cuts the noise level in half. This involved entering supplied site topographical data and expected traffic flow information into the Traffic Noise Modeling (TNM) program. TNM is the only traffic noise modeling program approved by the United States Department of Transportation, Federal Highway Administration. There are three proposed schemes for providing access to the affordable housing village. Details showing plan views and perspective views of each of these schemes are included in Appendix B. A-weighting sound levels are designed to approximate the sensitivity of the human ear when listening to pure tones. These sound level contours are located in Appendix A. The sound level contours show the expected noise impact on the Soldner property for each access road scheme. The following tables can be used to assist in the qualitative understanding of what the state noise levels represent.
