A REQUEST TO THE COLORADO LEGISLATURE TO SUPPORT A STATE
RENEWABLE ENERGY STANDARD TO PROVIDE ECONOMIC BENEFITS FOR
COLORADO
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ASPEN, COLORADO:
WHEREAS, the Colorado legislature will be discussing a renewable energy standard for
our State,
WHEREAS, this legislation is especially important to counties and cities of Colorado
because of the benefits for economic development as well as health and environment,
WHEREAS} Colorado cun-ently produces less than 1% of it's electricity from renewable
SOurCeS,
WHEREAS, The National Renewable Energy Laboratory found that Colorado is in the
top 12 for wind potential, top five for solar and geothermal, and has strong biomass
potential. There are no other states that rank as high in all categories,
WHERAS, Colorado's rural commtmities have already experienced monetary loss
because of the drought,
WHEREAS, a state renewable energy standard will provide relief for Colorado's
struggling agricultural communities as ranchers and farmers will have an unprecedented
opportunity to lease land for wind and increase biomass fuel,
WHEREAS, lease payments per turbine ranges from $2,000 to $4,000 per turbine, per
year,
WHEREAS, the City of Aspen has a history of low impact hydroelectric energy spanning
over one hundred years,
BE IT THERFORE RESOLVED, the Aspen City Council does hereby urge the Colorado
legislature and Governor Owens to implement a renewable energy standard that will
require 10% of the state's Public Utilities Commission regulated electricity to come from
renewable sources by the year 2010, and
BE IT THERFORE RESOLVED, that any legislation setting a renewable energy
standard should also recognize the contributions of low impact hydroelectric power.
