AMENDING THE ADOPTION OF THE ASPEN/PITKIN COUNTY
HOUSING OFFICE
1995 AFFORDABLE HOUSING GUIDELINES AS APPROVED BY
ORDINANCE NO. 17 (Series of ~995) AS RECOMMENDED BY THE
ASPEN/PITKIN COUNTY HOUSING AUTHORITY

RECITALS
WHEREAS, pursuant to approval of Ordinance No. 17/Series of 1995), of the County of
Pitkin, the 1995 Affordable Housing Guidelines were formally approved and adopted; and
WHEREAS, an amendment ("amendment") recommended by the Housing
Authority Board of Directors at a special meeting held on April 24, 1996, a copy ot= which is
annexed hereto and incorporated herein as Resolution No. 96-01, has been
submitted
to
the
City
Council which sets forth the amendment to the 1995 Affordable Housing Guidelines as to a
change in the Resident Occupied Units and Qualifications;
WHEREAS, the City Council desires to adopt said amendment pertaining to the change in
the Resident Occupied Units and Qualifications, and by virtue of the enactment of this Resolution
to supersede and amend the prior Ordinance 17 (Series of 1995) as it pertains to the change in
the Resident Occupied Units and Qualifications.
NOW, THEREFORE, BE ~T RESOLVED BY THE CITY COUNCIL that the 1995 Aspen/
Pitkin County Affordable Housing Guidelines be amended as follows:
C. Maximum Resale Price/Appreciation - The maximum resale price is the purchase price plus
four percent (4%) appreciation (simple, not compounded) of the purchase price for each
year or portion thereof, that the unit is owned. If an RO unit is sold prior to three full years of

ownership, then the owner is not entitled to any appreciation. Once the RO unit has been
owned for over three full years, then the owner is entitled to a maximum of four percent (4%)
(simple) annual appreciation for each year or portion thereof that the unit is owned (including
years one through three),
For any existing mobile home park converted to the Resident Occupied category,
where the unit owners are qualified Pitkin County residents as defined by the
Guidelines, there will be no appreciation cap on the trailer and/or lot and the APCHA
shall have a right of first refusal on any resale.
This amendment shall apply to any and all subdivisions of existing mobile home parks in
Pitkin County.

Council of the City of Aspen on the 13th day of May, 1996.
