HomeMy WebLinkAboutresolution.apz.001-98 '~RESOLUTION OF THE ASPEN PLANNING AND ZONING COMMISSION REQUESTING THE PITKIN COUNTY BOARD OF COUNTY COMMISSIONERS REMAND THE "NORTH FORTY AFFORDABLE HOUSING PROJECT" BACK TO THE GROWTH MANAGEMENT COMMISSION TO CONSIDER THE AMENDED APPLICATION AND MAKE A RECOMMENDATION CONCERNING THE PROJECT'S "EXCEPTIONAL" STATUS AND MULTI-YEAR DEVELOPMENT ALLOTMENT REQUEST. PARCEL I.D. # 2643-344-00-003 Resolution #98 - 1 WHEREAS, the Pitkin County Board of County Commissioners are currently considering a land use application commonly referred to as the "North Forty Affordable Housing Project" in which the applic~ant is requesting a certain number of affordable housing units be exempted from the scoring and competition procedures of the Growth Management Quota System and the project be deemed "exceptional" therefore qualifying for a multi-year development allotment; and, WHEREAS, pursuant to Section 3-160 of the Pitkin County Land Use Code, the Growth Management Commission, on July 17, 1996, made a recommendation to the Pifidn County Board of County Commissioners to award a multi-year developmem allotment available only to projects considered "exceptional" based on the certain criteria considered by the Growth Management Commission during a public hearing; and, WHEREAS, the aforesaid recommendation made by the Growth Management Commission was made after considering a certain site specific plan and a representation by the applicant that the affordable housing units would be "affordable" as de£med by the AsperJPitldn County Housing Authority; and, WHEREAS, since such aforesaid recommendation was made, the application has been amended to include a different site specific plan and an affordable housing policy different from that of the AsperffPitldn County Housing Authority and different from that considered by the Growth Management Commission; and, WHEREAS, the City of Aspen Planning and Zoning Commission considers the amended application to be essentially a new application substantially different from the one originally considered by the Growth Management Commission; and, WHEREAS, pursuant to Section 4-60.65 of the Pitkin County Land Use Code, a multi-year development allotment may be granted by the Pitkin County Board of County Commissioners only after a recommendation from the Growth Management Commission has been made during a public hearing; and, WHEREAS, during a regular meeting on January 20. 1998, the City of Aspen Planning and Zoning Commission requested, by a 6-0 vote, the Pitkin County Board of County Commissioners remand the "North Forty Affordable Housing Project" back to the Growth Management Commission to consider the amended application and make a recommendation concerning the project's "exceptional" status and multi-year development allotment request. APPROVED by the Commission at its regular meeting on January 20,1998.
