Mayor Pro Tem Reno called the meeting to order at 5:05 p.m. with
Councilmembers Waggaman and Paulson present.
RESOLUTION #60, SERIES OF 1993 - Canceling Special Election
Jed Caswall, city attorney, explained this resolution cancels the
special election set for November 2, 1993. If Council adopts
Resolution #60 they will not be able to have an election on that
date. Amy Margerum, city manager, told Council the County
Commissioners voted earlier today on the sales tax question which
was approved by Council.
Councilwoman Waggaman moved to adopt Resolution #60, Series of
1993, seconded by Councilman Paulson. All in favor, motion
carried.
RESOLUTION #61, SERIES OF 1993 - Joint Resolution Endorsing a One-
half cent sales tax
Amy Margerum, city manager, reminded Council this was presented and
discussed at the last Snowmass to Aspen decision makers meeting.
This resolution outlines the process and projects that will be used
with the one-half cent sales tax. One change is to call this the
"Comprehensive Valley Transportation Plan Funding". Other changes
are to add acquisition as well as operation to the Park & Ride
lots, "unanimously" was taken out of the section on intergovernmen-
tal agreement, "public" was inserted before meetings of elected
officials, and the map was amended.
Councilman Paulson said he is disappointed that the fixed guideway
has been deleted from the resolution; there is a lot of support in
the community for that. Ms. Margerum said staff will bring that
part of the plan back by next November and it will be part of the
1994 bonding projects. Councilman Paulson said he would like more
assurances that a fixed guideway will be part of the transportation
plan. Councilwoman Waggaman said there is no intention of slowing
down the process. Ms. Margerum pointed out the city is proceeding
with $25,000 study prior to the November election. The county is
working on an RFP for engineering and design work. Ms. Margerum
said until more specifics about the fixed guideway are known, the
city and county did not feel comfortable bonding for that.
Councilman Paulson said the east end parking garage is mentioned in
the attached graphic. Councilman Paulson said he would like some
explanation added that this is not necessarily a given. Ms.
Margerum said nothing on the graphic is guaranteed. It is to try
and give voters and overall picture of what is possible. The
Decision Makers agreed that 3 things are to come out of this tax;
Park & Ride, fixed guideway, and down valley buses. Councilman

Paulson said he would like the plan titled "conceptual". Ms.
Margerum said the east end parking lot will not be paid for with
this tax without Snowmass and the county's approval. Councilwoman
Waggaman said at the Decision Makers meeting these elements of the
transportation plan were agreed upon.
Councilman Paulson said the graphic shows a 4-lane highway and he
is solidly against the 4-lane. Councilman Paulson said the more
the community caters to the automobile, the more they are asking
for trouble.
Councilwoman Waggaman moved to adopt Resolution #61, Series of
1993; seconded by Mayor Pro Tem Reno. All in favor, with the
exception of Councilman Paulson. Motion carried.
RESOLUTION #62, SERIES OF 1993 - Joint Resolution Confirming
Transportation Projects to be funded from Transportation Revenue
Bonds
Amy Margerum, city manager, said the detailed project list is
outlined as exhibit A. The projects total $13.5 million. The 1994
projects are separate, dedicated transit way A-line and C-line with
no projected costs. These costs will be worked on in the next year
and will be funded from the 1/2 cent sales tax, federal and state
monies, transit revenues and private funds.
Mayor Pro Tem Reno asked who will administer these. Ms. Margerum
said the governments will come up with an intergovernmental
agreement to outline who will administer these bonds.
Councilman Paulson moved to adopt Resolution #62, Series of 1993;
seconded by Councilwoman Waggaman. All in favor, motion carried.
Councilman Paulson moved to adjourn at 5:30 p.m.; seconded by
Councilwoman Waggaman. All in favor, motion carried.
