HomeMy WebLinkAboutresolution.apz.003-00 JOINT RESOLUTION OF THE ASPEN PLANNING AND ZONING COMMISSION AND THE PITKIN COUNTY PLANNING AND ZONING COMMISSION ADOPTING THE 2000 ASPEN AREA COMMUNITY PLAN UPDATE Aspen Planning and Zoning Commission Resolution No. 2000- 03 Pitkin County Planning and Zoning COmmission Resolution No. PZ-2000- 01 WHEREAS, the Aspen Planning and Zoning Commission and the Pitkin County Planning and Zoning Commission (hereinafter referred to as "Commissions") have the responsibility m review comprehensive plans (hereinafter referenced as a "community p~an"), and WHEREAS, the Pitldn County Planning and Zoning Commission has the final authority to adopt community plans for Pitkin County, and WHEREAS. in 1993 the Commissions joined together in the development and adoption of the 1993 Aspen Area Community Plan (referred to as the "AACP") which encompassed the Aspen Metro area from Independence Pass to the intersection of Highway 82 and Brush Creek Road. This area is more specifically illustrated by the attached copy of the 1993 Metro Area map which is attached herein for reference; and WHEREAS, in 1998 the community undertook an approximately two year planning process to update the 1993 AACP. In March 1998 the update process began with the creation of Citizen Focus Committees. The Focus Committees made recommendations to the Oversight Committee, which was made up of representatives from the Aspen City Council, the Pitkin County Board of County Commissioners, Commission members, and representatives from each Focus Committee. The Oversight Committee evaluated the recommendations, modified the plan. and forwarded the draft plan to the Commissioners for consideration; and WHEREAS, in 1999 and 2000, the Commissions joined together to review, modify, enhance and improve upon the Plan Update and required that additional studies and work be' done on the plan, including: the confm'nation of future population numbers; the expert evaluation of City and County Growth Management policies; further study to determine where and. how infill development would be encouraged in town; recognition and evaluation of the capacity of community facilities and services; and the development of a Future Land Use map with a community growth boundary and "greenfrastructure' emphasis to ensure a balance between Affordable Housing developments and access to parks and trails. DI:IVI'S $lLVr ] =F 4 R 8.88 D 0.88 N 0.88 PZTK1'N (:OUNTY CO 1999; and held a Public Open House on January 12, 2000 to ensure the community had an oppommity to review the draft Plan and provide further comments; and WHEREAS, the Commissions held a duly noticed Public Hearing on January 18, 2000, and continued the hearing to January 25, 2000 to consider the adoption of the 2000 Aspen Area Community Plan Update. After a recommendation from the Aspen and Pitkin County Community Development Departments and the taking and consideration of public testimony, the Commissions found that the 2000 AACP furthers the goals of the Aspen area commumty and that it is in the best interest of the community that the plan be adopted, with the following modifications: 1. Add "study the feasibility of creating minimum zoning density which promotes the goals of the AACP" as an Action Item 2~ Add Action Item #77 to #2 3. Add "finished and ready for work session" to the status of#5 4. Add #11,12,22,32,56 to Action Item #8 5. Add "look at volume" to Action Item #3 6. Add #58 (Al)U) to #2 GMQS 7. Add #95 to #2 8. Move #98 to a higher priority number 9. Move some transportation items (#18,#34, #35) up to higher priority numbers NOW, THEREFORE. BE IT RESOLVED by the Aspen Planning and Zoning Commission that it does hereby adopt the 2000 Aspen Area Community Plan Update. NOW THEREFORE BE IT RESOLVED by the Pitkin County Planning and Zoning Commission that it does hereby adopt the 2000 Aspen Area Community Plan Update. APPROVED by the Commissions at a public hearing on January 25, 2000.
