IDENTIFYING THE ISSUES AND CONCERNS THE COMMISSION HAS
REGARDING THE 7TH AND MAIN AFFORDABLE HOUSING AND CORNER
STORE PROJECT RESULTING IN A RECOMMENDATION OF DENIAL OF THE
PROJECT AS PROPOSED.
Resolution No. 00 - 4
WHEREAS, pursuant to Planning and Zoning Commission Resolution No. 00-01,
the Aspen Planing and Zoning Commission recommended the City Council not approve the
7th and Main Affordable Housing and Comer Store Project, as proposed in the land use
application submitted by the Aspen/Pitkin County Housing Authority; and,
WHEREAS, the Planning and Zoning Commission felt it prudent to identify the
various concerns about the project the Commission expressed during the public hearing so as
to provide further guidance to City Council than the denial recommendation; and,
WHEREAS, this list of comments and concerns is a non-binding document and is
only intended to provide City Council with the benefit of the discussion that took place at the
Commission's review and te identify, in the Commission's opinion, what an acceptable
project at this location may be able to resolve; and,
WHEREAS. not all of the concerns listed in this resolution were opined in a
unanimous fashion: and,
WHEREAS. the Planning and Zoning Commission considered the content of this
Resolution during the February 1, 2000, regular meeting, amended the list of concerns, and
approved the Resolution by a seven to zero (7-0) vote.
NOW, THEREFORE BE IT RESOLVED by the Commission:
That the following list of comments and concerns should be considered by the Aspen City
Council when reviewing the 7th and Main Street Affordable Housing and Comer Store
Project:
Location.
1. The 7th and Main Street parcel is a good location for an affordable housing project.
Corner Store.
1. The Comer Store concept is one that should not be pursued by City Council because
it is the wrong location for such a use.
2. People will be forced to live above a commercial space rather than another residence.
3. "Giving-up" a residential unit for the comer store is not a worthwhile trade-off. The
community can't afford one fewer unit. There should be a twelfth unit. The demand
for affordable housing is mo great for this unit not to be used as affordable housing.
4. A failed commercial unit would be too problematic to convert to a residence and
represent an additional cost to the taxpayers.
5. The Commission questions the City being in the business of subsidizing commercial
rent. A question of legality was raised.

Service.
1. Accommodating delivery service vehicles has not been well thought-out. Large
semis need more space and will not be able to turn around on seventh street.
2. A commercial unit in this location should not be serviced from the alley way because
as this would disrupt many residents in the area.
3. The commercial space will generate more trash than the dumpster area can easily
accommodate.
4. The store cannot be adequately serviced from Main Street due to the current parking
and traffic flow problems.
Parking. 1. The project should provide one parking space per unit on-site.
2. An off-site parking solution is unacceptable for ownership housing.
Density.
1. The proposed density would be appropriate if all parking was proposed on-site.
Architecture.
1. The residential design is flawed because of the commercial element. The
Architecture was driven by the commercial concept.
2. The scale of the building is too large for the entrance to Aspen and the neighborhood
context.
Site Planning. 1. The plan was driven by the Commercial component.
2. City Council should reconsider the all-residential concept presented during pre-
application work sessions.
