HomeMy WebLinkAboutresolution.apzs.007-00 RESOLUTION OF THE ASPEN PLANNING AND ZONING COMMISSION ADVISING THE ASPEN CITY COUNCIL TO ADOPT A MULTI-YEAR PLAN FOR TRAFFIC AND PARKING MITIGATION IN THE WEST END RELATED TO SUMMER MUSIC FESTIVAL EVENTS. Resolution #00-~_ ~- --~-(X~-~ WHEREAS, Ordinance No. 14, Series of 1991, which granted the Aspen Meadows Subdivision Growth Management allotments, Subdivision approval, Rezoning approvals, Specially Planned Area (SPA) designation, and SPA Plan approval requires, in part, a bi- annual review of the traffic mitigation plan by the Planning and Zoning Conumssion; and, WHEREAS, the Aspen Meadows Specially Planned Area Subdivision and Development Agreemem between the City of Aspen and the four parties constituting the applicant - Savanah Limited Partnership, the Aspen Institute, The Music Associates of Aspen, and the Aspen Center for Physics - also sets forth the requirement for. a bi-annual review of the traffic mitigation plan by the Planning and Zoning Commission; and, WHEREAS, the Planning and Zoning Commission and the Aspen City Council jointly conducted a work session on February 1, 2000, to hear a presentation by City Staff and Consultant on the proposed Multi-Year Traffic and Parking Mitigation Plan for Summer Music Festival Events. WHEREAS, the Planning and Zoning Commission conducted a public hearing on February 15, 2000, to consider the proposed Mniti-Year Traffic and Parking Mitigation Plan for Summer Music Festival Events. NOW, THEREFORE BE IT RESOLVED by the Commission: That the Aspen City Council is advised to adopt the Multi-Year Plan, which shall consist of statements of purpose, goals, and objectives; a phasing plan; and an on-going monitoring program. MAY IT BE FURTHER RESOLVED by the Commission: That progress toward implementation of Plan elements and realization of Plan goals and objectives shall be reviewed 'at least once every two years as a part of thc normal bi- annual review process.
