Jasmine Tygre opened the special meeting held at the Pitkin County Library at 5:15
p.m. after the Growth Management Commission meeting. Commissioners present:
Jasmine Tygre, Roger Hunt, Ron Erickson and Steve Buettow. Tim Mooney
arrived at 5:30. Roger Haneman and Bob Blaich were excused. Staff present:
Joyce Ohlson, Community Development; Jackie Lothian, Deputy City Clerk.
MINUTES
MOTION:Roger Hunt moved to adopt the minutes of August 24, 1999,
September 21, 1999 and September 28, 1999. Steve Buettow second.
APPROVED 4-0.
COMMISSIONER, STAFF and PUBLIC COMMENTS
Joyce Ohlson stated that Community Development would be placing surveys in the
commissioners' mailboxes in City Hall.
Steve Buettow noted that some fellow employees were looking for a place to live
and he directed them to the housing office to get a list of ADUs. He said that the
housing office said that there was no such list. Buettow stated that there should be
a list of all of the ADUs approved and built. The commissioners were going to the
City Council meeting where ADUs were being discussed tonight.
Ron Erickson stated that Mittel Europa was not the "consignment shop" that P&Z
approved as a use in the SCI zone. Ohlson said there were provisions with
percentages for different purposes. Erickson said that they were given 50% for
consignment since they were dealing with large items, furniture. He said that if
these items were not furniture or on consignment, then the conditions of approvals
have not been met. Ohlson stated that staff would be happy to investigate.
Charlie Tarver, public, said the degradation of the SCI zone was an atrocity; it had
far reaching effects. He said the re-coding of the SCI made it difficult for the
people operate in the correct zone districts. Tarver noted that the retail businesses
that were "grandfathered" into the SCI district had a subsidized rate and were
granted a monopoly; no one else with a like business was allowed into the SCI
zone. He said that he did not think that was the purpose. He stated that the
furniture store was the same; you could not open a furniture store in the SCI zone.
He stated that the zoning was undermined and so were the people that depend on
that zoning.
Tarver said that he could not get answers to simple questions from the housing
office. He stated that he asked the question if units could be banked; could an
apartment complex be bought for employee units and sold off as people needed

them. Tygre said that may be something that has to be decided by the City Council
or the Growth Management Commission.
MOTION: Roger Hunt moved to direct Community Development staff
to prepare a resolution requesting a master list of ADUs from the
Housing Office. Steve Buettow second. APPROVED 5-0.
