HomeMy WebLinkAboutminutes.apz.19981117ASPEN PLANNING & ZONING COMMISSION NOVEMBER 17, 1998 Sara Garton, Chair, opened the regular Aspen Planning & Zoning meeting at 4:35 p.m. Commissioners Steve Buettow, Roger Hunt, Tim Mooney, Tim Semrau, Jasmine Tygre and Sara Garton were present. Bob Blaich and Ron Erickson were excused. City Staff in attendance were: John Worcester, City Attorney, David Hoefer, Assistant City Attorney, Chris Bendon, Sarah Oates and Julie Ann Woods, Community Development, and Jackie Lothian, Deputy City Clerk. COMMISSIONER, STAFF AND PUBLIC COMMENTS Tim Mooney said there was an opportunity to extend the city streets across Cemetery Lane onto the existing Golf Course which should be considered by the consultant the city hired to look into Burlingamre. Steve Buettow said he took the grid which added up to about 618 houses. He stated that he listened to the city council concerns and left generous open space in the areas. Buettow showed west end blocks with 3,000 square foot lots. He noted the new parks building was not on this map. Sara Garton said that some people had contacted her regarding more housing on the Marolt property. Mooney asked where would the next suburb be; the logical expansion. Tim Semrau noted the urban space would be continuous. Jasmine Tygre stated that it would make sense because people could walk to the facilities. Julie Ann Woods distributed a follow-up and up-coming memo covering the commissioners concerns. Roger Hunt commented on the dust and dirt from all of the construction going on all year. Jasmine Tygre asked about the fugitive dust mitigation for the PM10. Hunt asked for help from Environmental Health on this issue. Woods introduced Sarah Oates, the new planning tech. MINUTES MOTION: Roger Hunt moved to adopt the minutes from October 6, 20 and November 3, 1998. Jasmine Tygre second. APPROVED 6-0. DISCLOSURE OF CONFLICTS OF INTEREST None were disclosed. ASPEN PLANNING & ZONING COMMISSION NOVEMBER 17, 1998 PUBLIC HEARING: 117 NORTH 6th STREET - HISTORIC LANDMARK David Hoefer stated the notice was sufficient but the list of property owners needed to be provided to the city clerk's office by 5pm tomorrow. He said in the future the notice needed to be presented at the hearing; the commission had jurisdiction to proceed with the hearing. (The list of property owners was submitted after the hearing.) Hoefer provided a criteria review sheet. Amy Guthrie, staff, explained this was a one story miner's cottage which HPC and staff recommended approval to city council for the landmark designation. She said that 3 of the 5 standards have been met: architectural importance, neighborhood character and community character. Guthrie said the house was not changed and sat on a large lot with many cottonwood trees. Scott Lindenau, representative for applicant, had no additional comments on Guthrie' s presentation. No public comment. MOTION: Tim Mooney moved to adopt Resolution/t98-36 recommending landmark designation of 117 North 6th Street finding 3 of the 5 criteria have been met. Tim Mooney second. APPROVED 6-0. ACTION ITEM: ELDEN STREAM MARGIN REVIEW - 727 BAY STREET Sara Garton stated that Stream Margin Review should be a public hearing. David Hoefer concurred. Julie Ann Woods said Community Development was looking to put a grant application together through FEMA to map the stream margin. She commented that top of slope would be determined, which would help the process. Chris Bendon explained the property was in Oklahoma Flats and an ADU was approved last spring by this commission. He said it was a major remodel. Garton asked if the footprint remained the same. Bendon replied that it would. He said the top of slope changed with the topo lines and elevations. Bendon noted the set of conditions were standard. ASPEN PLANNING & ZONING COMMISSION NOVEMBER 17, 1998 Bendon said that Glenn Horn, planner for the applicant, prepared a map of the top of slope to be recorded with the resolution. He mentioned the building envelope was established and staff recommended approval. Horn stated the conditions were acceptable. Tim Mooney questioned the residential design waivers that were mentioned in the application. Bendon replied that the waivers were not necessary. MOTION: Roger Hunt moved to approve Resolution #98-35, for the redevelopment of the Elden Duplex, located 727 Bay Street, Aspen, for Stream Margin Review finding the criteria have been met including the top of slope map. Jasmine Tygre second. APPROVED 6-0. Meeting adjourned 5:15 p.m. into work sessions on Land Use Code streamlining, AACP draft statements and Long Range Planning The commission passed P&Z Resolution #98-37 to explore housing in these areas.
