Sara Garton, Chair, called the special Aspen Planning & Zoning meeting to order
at 4:30 p.m. with Bob Blaich, Steve Buettow, Marta Chaikovska, Tim Mooney and
Jasmine Tygre present. Roger Hunt and Dave Johnston were excused. Staff in
attendance were David Hoefer, Assistant City Attorney, Chris Bendon Julie Ann
Woods, Community Development Department, Jackie Lothian, Deputy City Clerk.
COMMISSIONER AND STAFF COMMENTS
Steve Buettow asked about a pathway installed next to the Physics Building, it was
not done. Bob Blaich answered that would come before the commission in May
with the West End Traffic Mitigation Plan Review. Sara Garton noted it was
moved to a better place away from the street. David Hoefer asked who received
the approval and how long ago. Garton replied that it was for Aspen Physics about
2 years ago.
Bob Blaich said the "tree" problem continues because the tree was moved to put in
a driveway at an angle and then the driveway was widened and the tree was
moved. The tree that was transplanted to the front yard also died. There were
more trees to be added because of the caliber of the tree that had to be replaced, but
now there was no room to place more trees. The commission and Parks would
meet on future tree issues.

EXEMPTION FOR AFFORDABLE HOUSING
Sara Garton opened the continued public hearing. Chris Bendon, staff, explained
the applicant was Dave Tolen, Housing Authority, who requested an amendment to
the official zone district map, planned unit development, subdivision, growth
management exemption for affordable housing and special review to establish the
number of parking spaces required. City Council would also consider the request
for rezoning, planned unit development, subdivision and request for exemption
from growth management competition and scoring procedures. Staff
recommended approvals with conditions. Bendon stated the current use was for
construction workers and this would convert the property to affordable housing.
Bendon noted the original proposal was amended adding conditions #24. Before
the issuance of a building permit, the applicant must obtain tree removal permits
from the Parks' Department for the large Aspen trees to be removed. /¢25. The

applicant must gain the appropriate approvals from the city water department for
any alterations to the Stap&ton Ditch.
Bendon said there was also a revised landscape plan with a plant schedule
appropriate for the site. He stated there were still 43 parking spaces, the
numbering did not match the spaces with 11 planting buffers between some of the
spaces. Garton questioned the huge dirt pile being located on the wetland area.
Tolen stated that he thought it was east of the wetland area, it would be consistent
with the original plan.
Steve Buettow asked if the handicap space was sufficient. Tolen replied that if it
were not shown correctly, it would be to the proper specs when constructed.
Bob Blaich inquired about the bike path. Tolen answered the county did not know
where it would be placed at this time. It was not meant to design the bike path but
just state that there would be one.
Tolen responded to the items brought forward at the work session: A unit would
be set aside for an on-site manager. A common area be addressed; the lower area
which once was a kitchen would be a good common facility adjacent to the laundry
and storage area. The parking was eliminated in one area and made accessible to
the entrance of the buildings. The highway access was re-designed away with a
straight-in alignment, deleting the curve; deceleration and acceleration lanes will
be added to the highway. Tolen suggested the entry from the highway be designed
with C-DOT and highway engineers prior to construction and building permit;
condition # 14. The circle was for drop-off and pick-up only. The service drive
was eliminated and relocated the trash and recycle to the side of the east building.
