CEMETERY LANE CHARACTER AREA PLAN WORKSESSION (4:30 PM) MEMORANDUM TO: Aspen Planning and Zoning Commission THRU: Julie Ann Woods, Community Development Director Joyce Ohlson, Deputy Director FROM: Fred Jarman, Planner RE: Cemetery Lane Character Area Plan Worksession DATE: August 7, 2001 PURPOSE The purpose of this worksession is to present the Planning and Zoning Commission with the Cemetery Lane Character Area Plan. There are two goals to be achieved as a result of this worksession: 1) Staff and the Cemetery Lane Steering Committee can receive clear direction from the P&Z regarding the Plan's objectives prior to moving into a public hearing, and 2) The P&Z is able to achieve a strong understanding and comfort level of the Plan, it's objectives, and major issues prior to moving into a public hearing. In the binder attached to this cover memorandum, Staff has attached a draft copy of the Executive Summary, Cemetery Lane Character Area Plan, and the survey results from the comprehensive household survey. Staff and the Steering Committee will define and discuss the intent of the plan, discuss the methodology (the "how we got to where we are"), and present a framework for Phase II of the plan: The Adoption Process during the worksession. PREPARATION FOR THE WORKSESSION The worksession will be 2 hours in duration and will be facilitated by Chris Bendon, the City's Senior Long Range Planner. Fred Jarman will present the "Objectives" for each of the three main elements of the Plan: 1) Transportation & Infrastructure, 2) Parks, Recreation, and Open Space, and 3) Land Use, Zoning, and Housing. In preparation for this worksession, please 1) review the Plan and 2) be prepared to provide Staff and the Steering Committee with your perspectives regarding each of the objectives presented in the Plan. The objectives are provided in this memorandum as well. Staff will lead the Commission through the objectives in order to determine specific issues the Commission would like to focus further discussion at the public hearing. CEMETERY LANE CHARACTER AREA PLAN OBJECTIVES As mentioned above, the Cemetery Lane Character Area Plan (or "Plan") is comprised of three major elements. There are a series of "objectives" in each of these main elements. These main elements and their obj ectives are listed below. A. Transportation & Infrastructure 1. Pursue aggressive strategies to reduce traffic speeds, volume, and noise while maintaining local access and circulation and discouraging through traffic. 2. Increase opportunities for safe and efficient pedestrian and bicycle travel throughout the neighborhood. 3. Improve the "country lane" character of Cemetery Lane 4. Maintain the existing character of side streets. 5. Maintain existing level of bus service. 6. Improve the maintenance of storm drains and roads. 7. Reduce on -street parking. 8. Remove or improve the appearance of all remaining stubbed utility poles. B. Parks, Recreation, & Open Space 1. Connect the neighborhood to the Roaring Fork River by creating a safe and attractive public trail along Cemetery Lane and across Slaughter House Bridge or a new foot/bike bridge to Henry Stein Park, the Rio Grande Trail, and Roaring Fork River. 2. Improve parks facilities, especially for children. 3. Improve landscaping and weed management throughout the neighborhood, and along Cemetery Lane in particular. C. Land Use, Zoning, and Housing 1. Modify the City's Residential Design Standards to match the neighborhood's desired residential design characteristics. 2. Do not apply the new house size limitations, in effect after April 18, 2001, to the Cemetery Lane neighborhood. 3. Encourage owner occupied residences. 4. Protect the quality and character of residential property and the overall neighborhood. Cemetery Lane Character Area Plan Worksession Page 2 8/2/01
