Jasmine Tygre opened the Planning and Zoning Commission Meeting at 6:30 after
the Asper~Pitkin Growth Management Commission meeting. Staff in attendance
were: James Lindt, Fred Jarman, Chris Bendon, Joyce Ohlson, Community
Development; David Hoefer, Assistant City Attorney; Kathryn Koch, City Clerk.
PUBLIC HEARING:
ASPEN MOUNTAIN PUD, LOT 3 (TOP OF MILL)
Jasmine Tygre opened the public hearing and continue to February 5th.
MOTION: Erickson moved to open the public hearing on Aspen Mountain
PUD Lot 3 and to continue it to February 5, 2002; seconded by Haneman. All
in favor, motion carried.
PUBLIC HEARING:
CONDITIONAL USE - 500 WEST MAIN
Jasmine Tygre opened the public hearing. James Lindt, community development
department, presented notice for the record. Lindt told the Commission this is a
request for a Pilates and Yoga Studio in the first floor and b~sement of the Mesa
Store building, 500 West Main Street. Lindt said this is in the O, Office zone, and
health and fitness facilities are a conditional uSe in that zone. The applicants have
stated there will be no more than 14 in a yoga class, yoga classes will not be held
more than 6 hours a d~y~ Th~ basement Will be used fo~'chhn~ing facilities.
Lindt noted there are 8 to 10 parking spaces on site. The code requires 3 off street
parking spaces for each 1,000 square feet of commercial space. The 8 to 10
parking spaces there now will be adequate. Lindt said the proposed uses are
compatible with the surrounding area and recommends approval with 9 conditions.
Lindt pointed out one of these conditions is that the classes not start before 7 a.m.
and not go after 7 p.m. This is in consideration of the residential uses around this
location.
Alan Pdchman, representing the applicant, told P&Z they have no problems with
any of the conditiofis. This is a low impact use, which will be similar to the
previous use of a computer boot camp. The size of the building limits the class
size. Richman said there will be no exterior changes and minimal inter/or changes.

Haneman said he would prefer not to limit the business to 7 a.m. to 7 p.m. The
Commission felt that the impact of this business on residences would be no less
than that of Main Street.
MOTION: Kruger moved to approve resolution #, Series of 2002, deleting
conditions #3 regarding the time restriction for the classes; seconded by
Erickson. Roll call vote; Haneman, yes; Cohen, yes; Kruger, yes; Erickson,
yes; Buettow, yes; Tygre, yes. Motion carried.
MINUTES
The Commission said they would address the December 11 and 18 minutes at the
next meeting.
COMMISSIONER COMMENTS
1. J0yce Ohlsen, community development department, reminded P&Z there is
an in-fill meeting January 22 and a work session with Council February 12th on
fractional fee ownership.
2. Bob Blaich's term is up in January. The city clerk's office was asked to
advertise for this vacancy.
3. Ron Erickson noted the developers of the Grand Aspen have done a great
amount of work on time share and the city should use any of these documents they
can.
4. Ron Erickson asked the status of the zomng code violation of the Caribou
Alley. Joyce Ohlsen, community development department, said Harley Baldwin
has been notified. Staff has met with his representative and told them they need to
(a) remove the canopy, or (b) process an amendment to their land use approval.
The Commission said there seems to be zoning code violations without penalty.
Haneman moved to adjourn at 7:10 p.m.; seconded by Cohen. All in favor, motion
carried.
