MINUTES - JUNE 04, 2002
Jasmine Tygre opened the Aspen/Pitkin Cn'owth Management Commission
meeting with Ron Erickson, Steven Buettow, Ruth Kmeger, Eric Cohen, Bert
Myrin, Peter Martin and John Howard present. Staff in attendance were: David
Hoefer, Assistant City Attorney; Joyce Ohlson, James Lindt, Community
Development and Kathryn Koch, City Clerk.
PUBLIC HEARING:
220 EAST HOPKINS - CHANGE - IN - USE
Jasmine Tygre opened the pubiic heating with notice provided, james Lindt stated
this was a public hearing for a GMQS exemption for 220 East Hopkins. The
property was currently a mixed-use parcel consisting of a bookstore; the request
was to consider a change in use to a single-family residence. This change ~n use
had fewer impacts than the current use. Housing did not require any mitigation.
The parking was on site and met the parking requirements for a single-family
residence in the Office Zone District.
Lindt said that the GMC code amendment was under way to change the review
process.
Heidi Hoffmann, architect, represented the applicant and noted there was an
addition of a garage, which still met the floor area requirements. Lindt stated that
the change in use was based on the existing structure and existing square footage.
Eric Cohen said that he thought that part of the AACP was protecting the similar
zone districts close to the commercial core and that single-family residences were
being phased out. Hoffmann replied that there was a covenant on the property that
restricted it to residential use. Tygre agreed with Eric because of the in-fill
program and mixed-uses in the zone district. Ron Erickson agreed with Eric about
the use of properties but there was nothing to prohibit that use because it was a
single-family structure.
Bert Myrin said that the vitality changed when the use changed from something
open to the public to a private use in the core area.
John Howard suggested adding a condition that if this building were to go back to
a mixed use with no greater number of employees generated then no additional
housing mitigation would be required. Tygre responded that it could be a problem
trying to define the use for the future. Howard said that a restaurant would incur
more employee mitigation than a bookstore.

Steven Buettow asked about the re-development for the building. Hoffmann
responded that an enclosed front porch would be added and a one car garage with a
shed roof. Hoffmann said that most of the change was to the interior; the house
would be enhanced. Buettow noted that house was unique and added character to
the neighborhood. There was discussion of keeping the building as a commercial
use.
MOTION: Peter Martin moved to approve the Aspen/Pitkin Growth
Management Commission GMQS for a change in use from mixed
commercial/residential use to a single-family residential use at 220 E
Hopkins (2737-073-28-007). Ron Erickson seconded. Roll call vote:
Martin, yes; Howard, yes; Cohen, no; Buettow, yes; Erickson, yes;
Tygre, no. APPROVED 4-2.
The Growth Management meeting adjourned followed by the City of Aspen
Planning & Zoning Commission Meeting.
