REQUESTING IMMEDIATE ACTION OF THE CITY COUNCIL TO APPOINT
MEMBERS TO THE VACANCIES (ONE REGULAR AND ONE ALTERNATE)
ON THE PLANNING AND ZONING COMMISSION
Resolution No. 15, Series of 2001
WHEREAS, the Planning and Zoning Commission of the City of Aspen was
established as a board ro be comprised of eight (8) members consisting of seven (7)
regular members and one (1) alternate member; and
WHEREAS, the Commission currently is comprised of only six (6) regular
members appointed at this time, meaning one (1) regular and one (1) alternate is needed
to have a full Commission; and
WHEREAS, the Commission has had difficulty in the recent past attaining a
quorum of members so that official business of the Commission may be conducted; and
WHEREAS, in addition to the regular meetings of the Commission, the members
serve on numerous other task rome teams and special committees of the Community
Development Department and the City, and the lack of a full commission places a burden
on those members currently appointed resulting in more demand for the Commissioner's
participation on these special committees than can be achieved; and
WHEREAS, the Design Review Appeals Committee was established as a joint
six (6) member committee (five regular, one alternate) of Planning and Zoning
Commission members and Historic Preservation Commission members requiring a
membership of three (3) designees (two regular and one alternate member) fi'om the
Planning and Zoning Commission; and
WHEREAS, the Design Review Appeals Committee currently is comprised only
of only four (4) members appointed at this time with two (2) from each from the Planning
and Zoning Commission and the Historic Preservation Commission;
WHEREAS, the Design Review Appeals Committee (DRC) has had difficulty in
the recent past attaining a quorum of members so that official business of the Committee
may be conducted and this is due in large part to the need to have a full Planning and
Zoning Commission from which to attain an additional DRC member; and
WHEREAS, the ability to conduct the business of the Plmming and Zoning
Commission and the Design Review Appeals Committee is essential in order to provide
efficient and effective services to the development community, the general public and
overall, to implement the goals of the Aspen Area Community Plan.

· NOW, THEREFORE BE IT RESOLVED by the Commission:
The Commission requests that the City Council take immediate and proactive action to
recruit new members to the Planning and Zoning Commission in order to attain the
Commission's full membership of eight (8) members and so that full representation on
the Design Review Appeals Committee may be attained from the Commission.
APPROVED by the Commission by a vote of five (5) to zero (0) at its regular meeting
on March 20, 2001.
