SERIES OF 1986
WHEREAS, the City of Aspen provides space to hang banners
across Main Street for the purpose of advertising community
oriented civic events for "Non-Profit Organizations"; and
WHEREAS, the City of Aspen is in compliance with the State
of Colorado Highway Department criteria by securing banners with
a cable twenty (20) feet over the highway; and
WHEREAS, the City of Aspen desires to support the promotion
of community oriented civic events sponsored by Aspen Area
"Non-Profit Organizations" by facilitating the hanging of a
banner across Main Street; and
WHEREAS, the Electric Department in cooperation with the
City Manager's Office coordinate the service of hanging the
banners across Main Street.
NOW, THEREFORE BE IT RESOLVED, that the following criteria
and procedures shall apply to all requests for banner placement
over Main Street:
1. Requests in writing must be received by the City Manager's
Office two (2) weeks prior to the date requested to hang the
banner.
2. The exact legend of the banner must accompany the letter of
request.
3. No commercial advertising will be allowed.
4. Priority will be given to:
a) Banners for a specific event, with the date(s) dis-
played on the banner.

b) Events scheduled to take place in Aspen.
5. Banners must consist of the following specifications:
a) canvas or similarly substantial material;
b) semi-circular wind holes in banner;
c) cord-ties with metal rivets at all corners, or sewn
sleeve at each end of banner capable of inserting one
inch metal rod; and
d) no longer than twelve (12) feet in length and three (3)
feet in width.
6. Banners will not be allowed to hang for more than seven
consecutive days.
7. Display of banners will be limited to 30 days per year per
banner.
8. Banner approvals are not guaranteed and will only be hung
upon availability of the Electric Department staff. The
length of time that a banner is to be hung is not guar-
anteed, and may be changed at the discretion of the city.
9. Banner must be retrieved from the Electric Department within
one week of removal, or the banner will become City
property.
BE IF FURTHER RESOLVED, that banners must be approved by the
City Manager's Office before banners are taken to the Electric
Department on 1080 Power Plant Road.
