HomeMy WebLinkAboutresolution.council.009-86 RESOLUTION NO. ~ (Series of 1986) A RESOLUTION EXPRESSING DISAPPROVAL OF THE USE OF THE LEGHOLD TRAPS AND THE SALE OF ANY ARTICLE OBTAINED BY USE OF SUCH TRAP, AND DIRECTING THAT A COPY OF THIS RESOLUTION BE PRESENTED TO THE COLORADO LEGISLATURE AND OTHER STATE OFFICIALS WHEREAS, it has been brought to the attention of the City Council that the use of steel-jaw leghold traps causes unnecessary pain and suffering to wild animals and that such traps are used unnecessarily for the purpose of obtaining furs for human adorn- ment; and WHEREAS, in an effort to prevent the inhumane suffering of animals caught by leghold traps, and in recognition of the fact that more humane alternatives presently exist or can be developed, more than sixty countries around the world and more than four states in the United States (as appears in Exhibit "A" appended hereto) have banned the use of the steel-jaw leghold trap or the sale of articles of fur obtained thereby; and WHEREAS, the State of Colorado has not banned the use of the steel-jaw leghold trap; and WHEREAS, the City Council of the City of Aspen, Colorado, feels that the trapping of animals should be done in the most humane or least cruel method possible; and WHEREAS, H.R. 1809, a copy of which is annexed, has been pre- sented to the United States House of Representatives, which law would ban interstate and foreign commerce in steel-jaw leghold traps and any articles of fur caught in such traps; and WHEREAS, preventing cruelty to wildlife is substantially related to the protection or promotion of the peace, good order, safety, morality, or welfare of the people of the City of Aspen and the State of Colorado, in order to enhance the population of all animals for the use, benefit and enjoyment of Colorado resi- dents, visitors and future generations; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: Section 1 That the City Council of Aspen, Colorado, hereby declares its opposition to the use of the steel-jaw leghold trap in Colo- rado and to the sale of articles of fur obtained by the use of the steel-jaw leghold trap, which directly and indirectly, through the prospect of economic gain promotes the use of such traps. Section 2 That the City Council of Aspen, Colorado, hereby requests the legislators of the State of Colorado to promptly enact legislation to ban the use in Colorado of the steel-jaw leghold trap and the sale in Colorado of any article of fur caught in such trap, regardless of the state or country of origin of such article of fur. Section 3 That the City Clerk of the City of Aspen, Colorado, shall certify a copy of this resolution to the Colorado Legislature and the Governor of the State of Colorado as a means of expressing the City of Aspen's concern with the use of the steel-jaw leghold trap and the sale of articles of fur caught in such traps.
