HomeMy WebLinkAboutresolution.council.014-86 RESOLUTION NUMBER C)i ~ - I J Series of ~ A RESOLUTION OF THE ASPEN CITY COUNCIL EXPRESSING ITS GRATITUDE AND THANKS TO FORMER CITY MANAGER HAROLD L. SCHILLING WHEREAS, Hal Schilling brought to the City of Aspen a level of expertise and understanding of municipal problems that was significant; WHEREAS, Hal Schilling reorganized and consolidated the City staff into a series of smaller agencies which produced better attitudes, better organization and greater work productivity; WHEREAS, within City Hall and with the City Council he initiated a series of procedures which have enhanced the staff's and Council's effectiveness; For example: a) Agenda Reorganization b) New Council Policies and Procedures c) Open Meeting Ordinance d) Weekly Manager's Report e) Pay-for-Performance Merit System f) Fitness and Wellness Program g) Comparable Worth Program h) Holiday Coverage to Keep City Hall Open to the Public i) New Staff Report Format WHEREAS, Hal Schilling initiated a series of important projects which were critical to the future of our resort and town, to name just a few of these accomplishments: -----_._--~-"--"'" ---_.~._- --..-_. ..-'- a) First ever 5 year Capital Budget b) Proposed Downtown Development District c) Sawmill Trail Easement d) Critical Analysis of 6th Penny Open Space Fund e) State Snowplow Contract f) Refined and Moved Forward the Lodge Improvement District g) Trails Agreement h) Assisted Fire District with Fire Marshall Concept i) New Budget Format j) Consultant Selection Procedures k) Support for Aspen/Snowmass Nordic Council WHEREAS, Hal Schilling expanded the scope of the City Hall by bringing the Council more effectively in touch with the Board of County Commissioners, Snowmass Council, Fire District, School District, and Sanitation District. NOW, THEREFORE, BE IT RESOLVED, that the City Council of Aspen and the people of Aspen would like to pay tribute to Hal Schilling and acknowledge his important contribution to the evolution and growth of the City of Aspen. He had a no nonsense style yet was always assertive and fair. He brought ties back into vogue, and the baby blue twill jumpsuits as official agency head uniforms will long be appreciated. He not only managed and delegated skillfully but also worked effectively on his own projects. He understood the Charter and the appropriate relationship with the City Council which separated him from the political thicket. We wish him and his family luck in his next position.
