RESOLUTION OF THE CITY COUNCIL OF ASPEN, COLOI~ADO
TO THE ASPEN PLANNING AND ZONING CO~ISSION
FOIL~ALLY ENDORSING THE ASPEN ARKq COMPREHENSIVE PLAN:
HISTORIC PRESERVATION ELEMENT
WHEREAS, the City Council of Aspen, Colorado (hereinafter
"Council") recognizes that the Aspen Planning and Commission
(hereinafter "Commission") is authorized to periodically review,
revise, amend and extend in greater detail elements of the Aspen
Area Comprehensive Plan; and
WHEREAS, the Commission is presently in the process of
updating the 1966 Aspen Area General Plan as amended; and
WHEREAS, the Commission, Historic Preservation Committee and
Council and the Aspen/Pitkin Planning Office have devoted
approximately one (1) year, from July, 1985 to July, 1986, to the
Aspen Area Comprehensive Plan: Historic Preservation Element; and
WHERe%S, Council held discussions of the proposed Element on
May 12, June 9, June 16 and August 19, 1986.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Aspen, Colorado:
That Council formally endorses the Aspen Area Comprehensive
Plan: Historic Preservation Element to be used as a guide for
planning purposes, legislative initiatives and capital improve-
ment budgeting..
That Council recommends the following changes to the Aspen
Area Comprehensive Plan: Historic Preservation Element prior to
formal adoption by the Aspen Planning and Zoning Commission:
1.. Issues and Concerns:
Page 43: Update the number of structures
demolished and add arguments to the section
which addresses review of demolition and
moving of historic structures regarding the
importance of historic buildings' contribu-
tions to the fabric of Aspen.
Page 44: Rewrite Expansion of Historic
Distzicts to emphasize the importance of
studying the expansion of an Historic
District to encompass the original Aspen
townsite and all early additions thereto.
Also, include in this discussion the possible
alternative of mandatory designation by the
City of all historic structures..
2.. Implementation Plan: Reorganize the Implementation Plan
into the following prioritized sequence of Action
Programs:
I. Short-term Priorities: Projects in Progress
A.. Development Guidelines Revision
B.. National Register Program
C.. Principal Residential Uses in Commercial
Core Zone District (Code Amendment)
II., Short-term Priorities: Projects Do-able in
Near Future
A. Demolition and Removal Review (Code
Amendment) and Renewal Review by HPC If
No Building Permit Is Issued Within
Eighteen (18) Months After HPC Approval
(Code Amendment )
B. Study of Historic District Expansion to
encompass the original townsite of Aspen
and early additions thereto, including
the area from Aspen Mountain to the
Roaring Fork River (south to north) and
from the River to Castle Creek (east to
west) (Code Amendment) in conjunction
with Local Tax Benefits and Development
Fee Reductions for Historic Restoration
