Vos Caudill, Pitkin County, CO NOTICE OF APPROVAL FOR AN INSUBSTANTIAL AMENDMENT TO THE LITTLE NELL PLANNED DEVELOPMENT ALLOWING FOR THE REMODEL OF THE SKI CONCIERGE AREA TO ACCOMODATE EXPANDED BOOT DRYING CAPACITY AND STORAGE. STREET ADDRESS: 675 E. DURANT AVENUE. LEGALLY DESCRIBED AS: A PORTION OF LOT 1 AND LOT 2, FIRST AMENDED LITTLE NELL SUBDIVSION, SECTION 18, TOWNSHIP 10, SOUTH RANGE 84 WEST OF THE GTH PM, CITY OF ASPEN, COUNTY OF PITKIN, STATE OF COLORADO. Parcel ID No. 2735-182-501-01 APPLICANT: Aspen Skiing Company REPRESENTATIVE: Jodi Surfas, Hospitality Development Manager SUBJECT & SITE OF AMENDMENT: An Insubstantial Planned Development Amendment for the Little Nell PD (SPA). City ofAspen, Pitkin County, Colorado. Section 26.445.110[Al ofthe Land Use Code allows authorization of Insubstantial Amendments by the Community Development Director. SUMMARY: The applicant is proposing a remodel of an existing ski concierge area to accommodate an electric boot dryer system and additional storage. The proposal includes a reconfiguration of internal space between the ski concierge area and an adjacent lodge room (Room 33). Prior to the remodel, the Ski Concierge space is approximately 472 sq. ft. and Room 33 is approximately 559 sq. ft. After the remodel, the Ski Concierge area will be approximately 516 sq. ft. and Room 33 will be approximately 515 sq. ft. The transfer of floor area between these two internal spaces is approximately 44 sq. ft. STAFF EVALUATION: Because Planned Developments are based on detailed, site specific approvals, change to the plan requires an amendment. In this case, the minor nature of the change is appropriate for review as an Insubstantial Amendment. Staff finds that this internal remodel meets the five criteria specified in Section 26.445.110[A]. Exhibit A details these criteria and staff findings. DECISION: The Community Development Director APPROVES the requested Insubstantial PD Amendment to the Little Nell Hotel allowing for the remodeling of the Ski Concierge area. APPROVED BY: r - 114. C 6 (:11»€u * ill f.?f 20'u Jessica Garro* Dde LCommunity Development Director Exhibit A - Review criteria, not recorded Exhibit B - Architectural drawings of existing condition and proposed remodel, recorded Exhibit C - Application, not recorded Exhibit A - Little Nell (SPA) PD - Insubstantial Amendment Staff Review Criteria - Insubstantial Planned Development Amendment 26.445.110[A] Insubstantial Amendments. An insubstantial amendment to an approved Project Review or an approved Detailed Review may be authorized by the Community Development Director. An insubstantial amendment shall meet the following criteria: 1. The request does not change the use or character of the development. Staff comment: The changes from the remodel will make minimal and superficial changes to already established uses and spaces within the development. Staff finds the criterion to be met. 2. The request is consistent with the conditions and representations in the project's original approval, or otherwise represents an insubstantial change. Staff comment: The ski concierge function remains essential to Little Nell's operation. While the lodge room is being reduced in size (less than 10% of the room' total size), the change will not have substantial impact on the use of that space as a lodge room. The change is consistent and insubstantial. Staff finds the criterion to be met. 3. The request does not require granting a variation from the project's allowed use(s) and does not request an increase in the allowed height or floor area. Staff comment: The proposal shifts floor area between adjacent spaces, but does not increase height or floor area. Staff finds the criterion to be met. 4. Any proposed changes to the approved dimensional requirements are limited to a technical nature, respond to a design parameter that could not have been foreseen during the Project Review approval, are within dimensional tolerances stated in the Project Review, or otherwise represents an insubstantial change. Staff Comment: Staff finds this to be an insubstantial change. Staff finds this criterion to be met. 5. An applicant may not apply for Detailed Review if an amendment is pending. This project is located at 675 E. Durant Avenue. Aspen Skiing Company owns and operates the ski concierge in The Little Nell Hotel at the base of Aspen Mountain. We have found that the facility is not large enough to accommodate the demand for storage generated by Guests of the hotel as well as Guests of the Mountain. This project will allow us to install an electric boot dryer which will accommodate 300 pairs of boots each night. By adding the boot dryer we will in-turn create more space for an additional bench and storage above for helmets, goggles etc. This request does not change the use or character of the development. This request is consistent with the conditions and representations in the projects original approval and is an insubstantial change.
