MINUTES OF NOVEMBER 05, 2003
Chairperson, Bill Dinsmoor called the meeting to order at 8:30 a.m.
Commissioners in attendance: Andrew Kole and Terry Butler. Excused were
John Starr; Charles Kennedy, Eric Cohen and Ex-officio, Mark Breslin.
COMMISSIONER COMMENTS
Rick Jones, President of the ACRA came to observe the CCLC meeting.
Council/worksession:
Kathryn Koch, City Clerk said the council would like specific requests on
what the CCLC desires to change regarding their powers and duties.
Andrew said the CCLC desires to support and enhance existing events to
help shape the future of Aspen. They would like two or three other events
through the year. They currently haVe Aspen goes bazaar, Saturday market
and they would like to ad Aspen goes Artie.
Andrew said they need a budget to work with for one or two years to
enhance Aspen goes Bazaar, Aspen goes Artie, or whatever else walks
through the door.
Kathryn said the budget will be adopted the l0th and there is no line item
available. Bill said he understands that. Bill said the ACRA, and local
businesses that desire events can come to the table.
Rick Jones said the ACRA has not discussed Aspen goes Bazaar regarding
funding.
Kathryn asked how do you promote local events ifa citizen comes to the
CCLC?
1. Look for the newspaper to cover it.
2. Promote it on the showl
Bill said this would be a grass roots effort with local businesses. A smaller
group would be involved.

Andrew said you would have to hire someone to coordinate with businesses.
Then ask businesses to contribute to the event.
The goal of the CCLC is to create a one, two or three year program.
Andrew said the Recreation Dept. is geared to specifically doing recreation
facilities. We see this as something internal in town. This proposal will
generate a positive vote of the community.
The ski company is putting in a substantial amount of time and energy
advertising and promoting events in the- winter.
Andrew said we are more summer oriented and shoulder oriented.
Saturday market:
Objective to remain on the two blocks
Enhance park with non-profits.
Utilize the park.
Cull for abetter mix.
Staff will be recommending that booth fee and business license fee be paid
in advance.
The CCLC would like an extension to coincide with the farmer's agreement
to 2006 inclusive.
Bill recommended that staff work with the legal department regarding the
application.
The board wants to request a budget at the worksession. $15,000 for Aspen
goes bazaar, $10,000 new events and $10,000 for Aspen goes Artie. That
funding would go into the Clerk's budget.
Terry mentioned hiring the Caroler's for the Holiday season.
Bill said the survey indicated that people wanted more produce but early
produce is not available in Colorado. The survey also pointed out that we
have too much jewelry. Staff's survey that went to the Vendors indicated

that they would be in favor of some kind of booth fee increase and everyone
like the two blocks and requested the same spot next year.
The overwhelming percentage liked the market and the expansion.
Public
Judy Clausen, Anderson Ranch Arts Center. Judy said the ranch sponsors
the Winter sculpture. It is run as a staffevent and a group o£volunteers.
She is having trouble internally managing this event. They have tried to
work with the ACRA. Judy said she is coming to this group to see if this
event means something to the businesses. It is a unique competition. Snow
sculpture is unique. The schools are all lined up. The City of Aspen is
heavily involved. It is fun to watch people sculpt these sculptures. She is
wondering if the cider and cookie idea could be taken over by another
entity.
Andrew said the ACRA should want to make this an ACRA event. The
snow sculpture is part o£ Winterskol. Judy said the ACRA is not interested
in being involved.
Andrew said you need someone to go out and generating people who want
to participate. Judy said each team is paid $500. and they have prizes.
Anderson pays all expenses. The hard cost are $10,000 and the staffing is
another $10,000. There are twojuriesl They also have to raise money.
Judy said she is thinking of doing it as an out reach to the community. Lets
put some spotlights on the event.
Andrew said the help you need is to get someone to help promote in order to
get participants. Help promote it to get more PR and more excitement.
Your available budget available is $10,000,
Terry said she watches the snow sculpture and it is a highly of the week.
You need to show case it more.
Judy asked what more can it be?

The CCLC felt moving the event to a time when more people are here and
making it more tourist oriented would help. Make it an event for down
town.
Terry asked if Andrew was recommending separating the event from
Winterskol and Andrew said yes.
Bill said maybe the Art retail community would like to get involved.
Standing it alone might be a very interesting proposal.
Terry said the snow sculpture is one of the finest things. She wishes it
could be fenced off and kept up longer. We need to get more mileage out of
the event.
Commissioner comments:
Bill said as an ongoing interest he would like to see if the CCLC wants to
take on alfresco dining. We will ~have many issues to resolve.
MOTION: Bill moved to adjourn; second by Terry. All in favor, motion
carried.
