RESOLUTION NO. 19

RESOLUTION OF THE CITY COUNCIL OF ASPEN, COLORADO,
TO THE ASPEN PLANNING AND ZONING COMMISSION FORMALLY ENDORSING
THE ASPEN AREA COMPREHENSIVE PLAN: TRANSPORTATION ELEMENT
WHEREAS, the city Council of Aspen (hereinafter "Council"),
recognizes that the Aspen Planning and zoning commission (herein-
after "commission") is authorized to periodically review, revise,
amend and extend in greater detail elements of the Aspen Area
Comprehensive Plan; and
WHEREAS, the Commission is presently in the process of
updating the 1966 Aspen Area General Plan as amended; and
WHEREAS, the Commission, the Roaring Fork Transit Agency,
the Transportation Advisory Committee and the Aspen/Pitkin
Planning Office have devoted approximately fifteen (15) months,
from March, 1986 to June, 1987, to the Aspen Area Comprehensive
Plan; Transportation Element; and
WHEREAS ,
the
commission,
the
Transportation Advisory
Committee and the staffs of the Roaring Fork Transit Agency and
the City of Aspen have held over fifty (50) public meetings,
public hearings, and public updates in Aspen, Pitkin County, Town
of Snowmass Village and out of County, Down Valley communities;
and
WHEREAS, the Council, the Roaring Fork Transit Agency and
the Aspen/Pitkin Planning Office held four (4) work sessions to
review the draft Element.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ASPEN, COLORADO
section 1
That Council formally endorses the Aspen Area Comprehensive
Plan: Transportation Element to be used as a guide for planning
purposes and capital improvement budgeting.
section 2
That Council recommends the following changes to the Aspen
Area Comprehensive Plan: Transportation Element prior to its
adoption:
o Modify the "Cable Suspended Transit system" item Table
VI.1, to "Cable Suspended Transit System Study". In
addition, delete funding amounts from 1989 to 2000 and
replace with $20,000 for 1987.
o Delete "Construct Main Street Medians" item in Table
VI.1.
o Delete "Intersection Improvements" item in Table VI.1.
o The Element should be very clear that replacing angle
parking with parallel parking will only take place in
conjunction with the construction of the proposed
parking facilities. No spaces will be removed unless
they are replaced somewhere else.
o All other portions of the document should be brought
into conformance with these suggested changes.
Section 3
The Council hereby informs the Commission that the parking
aspects of the Aspen Area Comprehensive Plan: Transportation
Element were accepted by a 3-1 majority vote, Councilperson
Gassman was absent.
