A RESOLUTION ELIMINATING THE UNALLOCATED THIRTY-NINE (39)
RESIDENTIAL UNITS FROM THE 1985 AND 1986 GROWTH MANAGEMENT QUOTA
WHEREAS, the annual residential growth management quota
within the City of Aspen is established by Section 24-11.1(a) of
the Municipal Code at thirty-nine (39) residential units; and
WHEREAS, as a result of deductions from the quota due to
growth management quota exemptions, allowed pursuant to Section
24-11.2 of the Municipal Code, the residential quota available
for allocation in 1986 was twenty-two (22) units ; and
WHEREAS, eighteen (18) residential units from the 1986 quota
were alloted to the 1010 Ute Avenue project and the 700 E. Hyman
project through City Council Resolution #4 of 1987; and
WHEREAS, as a result of no action having been taken on
unallocated residential units from 1985, thirty-five (35) units
remain available; and
WHEREAS, there are a total of thirty-nine (39) residential
units unallocated that may be carried over to the 1987 resident-
ial growth management competition; and
WHEREAS, pursuant to Section 24-11.4(g) of the Municipal
code, City Council has the discretion to carry-over, eliminate or
take no action on the available GMP quota from past years; and
WHEREAS, at a regular meeting of August 10, 1987 Council
determined that the unused 1985 and 1986 residential quota should
not be carried over because the City has been experiencing a
moderate rate of residential growth through allotment and exempt
development activity, additional quota deductions for employee
housing conversions from lodge to residential dormitory are not
anticipated this year, approved but not yet built residential and
lodge projects are expected to soon cause further growth impacts
that have not yet been manifested, and the available quota in
1987 is adequate for anticipated growth needs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Aspen,
Colorado that the thirty-nine (39) residential units which remain
unallocated from 1985 and 1986 are hereby eliminated.
