RESOLUTION OF THE CITY COUNCIL OF ASPEN, COLORADO
TO THE COLORADO DEPARTMENT OF HIGHWAYS
REGARDING THE SCOPING PHASE OF THE SUPPLF. MENTAL
ENVIRONMENTAL IMPACT STATEMENT FOR STATE HIGHWAY 82
WHEREAS, the City Council of Aspen (hereinafter "Council")
has followed and participated in the ongoing Colorado Department
of Highways' (hereinafter "CDOH") Supplemental Environmental
Impact Statement (hereinafter "EIS") for State Highway 82; and
WHEREAS, the Council is aware that the CDOH is in the
"Scoping" phase of the EIS; and
WHEREAS, the Council understands that the purpose of the
scoping phase is to identify "feasible and prudent" alternatives
which then will be studied and evaluated for a variety of
impacts; and
WHEREAS, at the November 23, 1987, meeting with City, County
and CDOH officials Rich Perske of the CDOH suggested that Council
or anyone who has an alternative which they feel should be
studied as part of the EIS should submit that alternative in
writing to the CDOH for consideration; and
WHEREAS, the Council is aware that to date the CDOH has been
concentrating its Scoping meetings in the County (Snowmass
Canyon) and will begin scoping meetings in Aspen in late
Winter/early Spring; and
WHEREAS, the Council would like to go on record prior to
those Scoping meetings in Aspen with recommendations for align-
ments to be studied in the EIS; and
WHEREAS, the Council would also like to go on record with
suggestions for addressing issues associated with any improvement
of SH 82; and
WHEREAS, the Council is aware that the CDOH has identified
two (2) study alternatives for the "Entrance To Aspen": the
Direct Connection and the Existing Alignment and must study both
of these alternatives.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ASPEN,
COLORADO:
Section 1
That the Council's preferred alignment for an improved four-
lane highway is the existing alignment.
Section 2
That the Council formally recommends that, in addition to
the Existing Alignment and the Direct Connection, the CDOH should
study Alan Bloomquist's alternative (previously forwarded to Dave
Hatton) for the "Entrance to Aspen".
Section 3
That Council recommends the following issues be addressed as
part of the EIS: landscaping and aesthetic considerations for the
Entrance to Aspen, i.e., can the City, subject to voter approval,
sell open space land necessary for the highway to the CDOH as a
means of generating revenue for landscaping; potential alterna-
tive funding (local bonding, toll road); pedestrian, bicycle,
trail continuity and safety; transit amenities; high occupancy
vehicle lane/bus lane as a near-term, interim solution to the
traffic congestion; that the Aspen to Brush Creek Road section of
the highway become the first construction priority; and that
flexible design considerations be used for the urban sections of
the highway, i.e., reduced speed limits, reduced pavement widths
and reduced right-of-way needs.
Section 4
That all alternatives especially the existing alignment
alternatives should reduce speed limits to 25 miles per hour east
of Castle Creek in order to reduce the highway's impact on the
urban fabric at the "Entrance to Aspen."
