RESOLUTION OF THE CITY COUNCIL OF ASPEN,
COLORADO TO THE ROARING FORK TRANSIT AGENCY
Section 1. Cross Town Shuttle/High Frequency Corridor. A
cross-town shuttle/high frequency corridor route (Rubey Park,
East Durant, Original. Main Street) was approved. RFTA is
requested to reroute the existing Snowbunny and Highlands inbound
and outbound buses along this new alignment to provide the
opportunity to the public to also utilize said buses for cross
town shuttle purposes, on a one half hour frequency/headway in
each direction. RFTA is requested to commence such service on
March L 1988, and to report back to the Council the
identification of desired bus stop and bus shelter locations,
traffic control or other modifications which will facilitate such
service. RFTA is also requested to identify other opportunities
to reroute or utilize other existing bus activity along the above
described high frequency corridor to further increase frequency
and to reduce headways.
Section 2. Down Valley Frequency Increase. RFTA's
current plans to implement one half hour service (during peak
hours) on the Aspen to EI Jebel Route commencing January 31, 1988
are approved for the balance of the 1988 winter season. Before
the end of the 1988 winter season RFTA shall report back to the
Council and Board as to whether this increased frequency should
be continued during spring off season, summer high season, fall
off season and subsequent winter high seasons, identifying
savings and/or costs depending upon service levels. As soon as
practicable RFTA shall report any needed physical changes or
improvements regarding traffic controls, bus shelters or similar
facilities necessary to provide better support for the down
valley route or higher frequency service.
Section 3. Public Information/Marketing. RFTA shall
design and commence an aggressive campaign for marketing the bus
system and unused seats which are available for utilization, so
as to increase utilization of the bus system as an alternative to
further automobile congestion and air pollution. The marketing
campaign shall also include multimedia instruction of the public
in how to use the system effectively.
Section 4. Aspen/Snowmass Transit Concept Approvals.
RFTA, the Council and the Board support the concept of designing
and evaluating a cable transit type system to serve Aspen-
Snowmass visitors along alignments to be selected in the evalu-
ation process. They also commend the Town Council of the Town of
Snowmass Village for its willingness to design and test prototype
technologies in the Snowmass Village area in order to demonstrate
the feasibility of the technology ultimately selected, and will
consider proposals to contribute to the design and evaluation
process for the purpose of permitting possible extension of said
selected technology along an Aspen to Snowmass alignment.
Section 5. BUS/HOV Engineering. RFTA is authorized and
directed to utilize existing budget resources to commence
preliminary engineering design of bus lane/high occupancy vehicle
(BUS/HOV) lanes along the existing State Highway 82 alignment
between the Town of Aspen and the Pitkin County Airport. Such
design and preliminary engineering should take into consideration
prior bus lane studies, and should recommend and provide costs
for bus lane projects capable of early, phased implementation and
use until ultimate completion of improved four lane highway
improvements by the State Highway Department. The design, to the
maximum extent practicable, shall be complimentary to State
Highway 82 four lane improvements. BUS/HOV design and strategies
should include use of existing shoulders for lanes immediately
adjacent to existing paved lanes to provide a visible alternative
transportation opportunity to congested low occupancy private
vehicle user and may utilize signalization or other controls to
permit BUS/HOV lane vehicles priority use of existing bridges
until additional bridges are built. BUS/HOV design shall include
design for bus, pedestrian amenities along the fringes of the
designated corridor. BUS/HOV preliminary engineering and plan
design shall include elements providing for early and preliminary
test or pilot utilization; recommended procedures for management
of existing and resulting Highway 82 improvements, and shall be
capable of inclusion in pending environmental analyses as one
alternative in the event that the Council and the Board elect to
so include it. The BUS/HOV engineering product shall include
visual and other presentation materials sufficient to permit
local government entities to present the plan and program in a
meaningful way to the public as well as the State Highway
Commission, the Governor of the State of Colorado, the State
Legislature and Federal Agencies if local government entities
elect to so utilize it.
Section 7. Small Bus Acquisition. RFTA is directed to
complete expeditiously the pending selection and acquisition of
smaller buses with improved visual and air quality impacts.
Section 8. Further Service Improvements. The preceding
short-term activities shall have a first priority. Before the
commencement of the 1988 spring off season, the RFTA Board will
evaluate all routes and frequencies and will made recommendations
to Council and the Board for further improvements of service,
including: reduction of cost, or improvement of productivity
within the existing budget, better utilization of existing bus
movement to increase frequency and productivity during high use
periods; reductions in service (where appropriate) during low-use
periods to avoid waste, appropriate changes in personnel or
service policies which will have the effect of realizing savings
during low-use periods for utilization to obtain increased
service during high-use periods.
Section 9. Other Transportation Assistance. RFTA is
authorized to analyze and recommend as to all other local
transportation issues, including Aspen-Snowmass Transit,
municipal parking structures, park and ride facilities, van
services, utilization of private sector carriers and traffic
control and reduction generally.
