(Series of 1988) OF THE ASPEN CITY COUNCIL ON BEHALF OF CITY RESIDENTS RESIDING IN HOLY CROSS ELECTRIC ASSOCIATION SERVICE AREAS REQUESTING UNDERGROUNDING OF ALL AERIAL UTILITIES WHEREAS: The property owners and residents of the City of Aspen have long been interested in having all aerial utilities placed underground; and WHEREAS: The City buried the aerial utilities in the commercial core in 1976; and WHEREAS: The City of Aspen has recently spent $3,000,000.00 of Aspen Electric Department revenues for undergrounding the primary lines of the aerial utilities in its service area and for installing new street lights; and WHEREAS: The property owners have formed an improvement district for the purpose of burying the service lines at a cost to be paid by them of about $400,000.00; and WHEREAS: The entire City Electric system will be underground at the close of the current construction season; and WHEREAS: The undergrounding of aerial utilities has previously been discussed with Holy Cross Electric Association during franchise negotiations; and WHEREAS: The staff of the City of Aspen has received many requests for undergrounding aerial utilities in Holy Cross Electric Association service areas; and WHEREAS: The absence of aerial utilities provides aesthetic and environmental benefits to the neighborhoods and the community: NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ASPEN, COLORADO: That the Aspen City Council does hereby call on and urge Holy Cross Electric Association to underground all of its aerial utilities located within the corporate limits of the City of Aspen. BE IT FURTHER RESOLVED: That Holy Cross Electric Association act as the lead aerial utility and coordinate with the other aerial utilities in causing the removal of all aerial utilities and utility poles. RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN ON THIS NINTH DAY OF MAY, 1988. William L. Stirling, Mayor I, Kathryn S.
