WHEREAS, Rocky Flats was first built to produce plutonium in 1951
though the Federal Government kept even Governor Dan Thornton in the
dark as regards the plant's true mission; and
WHEREAS, plutonium is a heavy radioactive element produced artificially
by bombarding uranium with neutrons. Plutonium, highly toxic, is one of
the most long-lived of the radioactive wastes; and
WHEREAS, it has become public knowledge over the previous four decades
of the inherent dangers and risks to the public of exposure to radioactive
wastes; and
- WHEREAS, the Federal Government has been irresponsible by evidence of
the numerous leaks, fires, and other environmental or safety hazard which
have occurred over the years; and
WHEREAS, all Rocky Flats workers and 1000's of Denver area residents
have been exposed to toxic pollutants illegally released from the plants
though often not reported; and
WHEREAS, the plant has an effect on the radio activity in the air
throughout the entire state as it emits radio active substances into the air
which threaten all Coloradans; and
WHEREAS, the existence of such plants as Rocky Flats demonstrates a
continued commitment to the threat of nuclear war, and as Governor
Romer said, "America must quickly end the nuclear arms race so that
plants such as Rocky Flats are no longer needed"; and
WHEREAS, it is incumbent upon all citizens of Colorado to urge the
Governor to close Rocky Flats and remove the on going radioactive danger
to all Coloradans; and
NOW, THEREFORE, BE IT RESOLVED, that the City Council on behalf of all
Aspen residents recommends the closure of Rocky Flats to signal our
support for nuclear disarmament, peace in the world and safety for all
Coloradans from this immediate radio-active threat.
BE IT FURTHER RESOLVED, that this resolution be mailed to Governor
Romer, Speaker of the Colorado House, President of the Colorado Senate,
State Senator Sally Hopper, Representative Scott McGinnis, The U.S.
Secretary of Energy, the Regional and National Director of the EPA, Senator
Wirth and Armstrong, Representative Ben Campbell and President George
Bush.
