'.' , ce RESOLUTION NO. / S- (Series of 1990) RESOLUTION OF THE ASPEN CITY COUNCIL GRANTING TEMPORARY USE OF OFFICE SPACE WITHIN THE GRAND ASPEN HOTEL WHEREAS, Aspen Mountain PUD has been approved by the city Council and ratified by the voters; and WHEREAS, construction will be occurring on various portions of the PUD over the next two years, including the Ritz Carlton Hotel, the Ice Rink and Park, ute city Place and Summit Place; and WHEREAS, temporary construction trailers for the Ritz- Carlton have been approved and are located on the future site of the Ice Rink and Park: and WHEREAS, the city and the applicant are concerned about the visual impacts of temporary construction trailers for a period of years; and WHEREAS, construction of the Ice Rink is slated to begin in the summer of 1990; and WHEREAS, the Grand Aspen Hotel is scheduled for demolition within three years of occupancy of the Ritz-carlton Hotel; and WHEREAS, staff has reviewed the applicant I s proposal for temporary office use within the Grand Aspen Hotel and recommends to Council this resolution with conditions of approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO that it does hereby grant approval of a temporary use in the Grand Aspen Hotel for construction offices to manage construction associated with the Aspen Mountain PUD with the following conditions: ,- Ie \- .. ~ 1. A temporary Certificate of Occupancy must be issued by the Building Department for such use and the conversion of meeting space in the Grand Aspen to offices must comply with all Uniform Building Department requirements and receive a Building Permit. 2. All construction trailers currently used for offices on a temporary basis shall be eliminated within 30 days of the issuance of the temporary certificate of Occupancy. 3. The certificate of Occupancy shall stipulate that the offices shall remain in the Grand Aspen for no more than six months after completion of Summit Place and Ute City Place projects or removed as of October of 1992 unless an extension is granted whichever comes first. 4. I am writing to request approval from the City for a temporary use in the Grand Aspen Hotel for construction offices to manage construction on The Ritz-Carlton, Summit Place, Ute City Place and the Park and Ice Rink in front of the Grand. Currently we have one construction trailer in the parking lot in front of the Grand. When we begin demolition and construction on that block we will need to find a new location for construction offices and material trailers for the management people, contractors and sub-contractors. The only place to put these would be in the parking lots on the East and West sides of the Grand. In an attempt to maintain as much parking as possible and to have the most efficient on site temporary offices we want to reconfigure some of the meeting space in the Grand. This will eliminate all trailers which would be used for offices and internalize these uses. From time to time there will be material trailers on site for sub-contractors but by reconfiguring the Grand I will eliminate all office trallers. Partitioning the meeting space into offices will require a building permit. We will conform to all health and life safety and UBC requirements. (I' '. Our schedules call for completion of the rink and the hotel in the summer of 1991. Summit Place and ute city Place will be completed in the fall of 1991. The offices will remain in the Grand for no more than six months after completion of these projects.
