A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO,
DIRECTING THE SUBMISSION OF THE QUESTION OF WHETHER THE CITY MAY
GRANT A LONG-TEP~M LEASE OF MUNICIPAL PROPERTY OF UP TO 75 YEARS
TO THE ASPEN HISTORICAL SOCIETY TO A VOTE OF THE QUALIFIED
ELECTORATE AT THE MAY 7, 1991, M-JNICIPAL ELECTION.
WHEREAS, the Aspen Historical Society wishes to lease from
the city of Aspen that parcel of municipally-owned property known
as Willoughby Park for a period of 75 years; and
~HEREAS, the Aspen Historical Society wishes to construct
per~anent improvements upon Willoughby Park, including a ski
museum and attendant facilities; and
WHEREAS, all improvements as constructed by the Aspen
Historical Society on Willoughby Park would remain the property
of the Historical Society and would not be owned by the city of
Aspen; and
WHEREAS, Section 13.4 of the Home Rule Charter for the City
of Aspen provides that city Council shall not sell, exchange or
dispose of municipally-owned real property without first obtain-
ing the approval of a majority of the electors voting thereon;
and
~EREAS, the Aspen Historical Society has requested that the
City Council seek the approval of the electorate in regard to the
Historical Society's request to lease Willoughby Park for a tern
of up to 75 years; and
WHEP~EAS, the city Council deems it appropriate under the
terms of Section 13.4 of the Home Rule Charter to refer approval
of the proposed lease of Willoughby Park to the electorate and
that the public interest and welfare will be se~ed thereby.
NOW, THEREFORE, BE IT ~SOLVED BY THE CITY CO~CIL OF THE
CITY OF ASPEN, COLO~DO, TUT:
The City Clerk shall add to the May 7, 1991, municipal
election ballot for submission to the electors the following
~estion:

PROPOSED LONG-TE~ LEASE OF WIL~UGHBY PARK
May the city of Aspen, Colorado, enter into a long-te~
lease for up to 7S years with the Aspen Historical Society
which would allow the Aspen Historical Society to construct,
own and operate a non-profit skiing museum and other non-
profit skiing-related facilities on that parcel of muni-
cipally-o~sd real property ~o~ as Willoughby Park?
