REQUEST: The applicant is requesting approval of an insubstantial amendment to theAspen
Meadows SPA to perform minor interior and exterior modifications t() Bethe Hall. The specific
work is described in the application, which is attached as Exhibit A.
APPLICANT: Aspen Center for Physics

LOCATION: Lot 3, Aspen Meadows Subdivision
ZONING: Academic/SPA
BACKGROUND: The Aspen Meadows Final SPA Plan was approved in 1990 and recorded in
Book 28 at Page 5. A substantial amendment to the SPA for the Aspen Center for Physics was
approved pursuant to Ordinance No. 26, Series of 1995. The SPA Amendment was recorded in
Book 40 at Page 25. The amendment proposed to replace Hilbert Hall with a new 11,000 square
foot facility. The work approved in 1995 has been completed, except for a few items (expanded
parking area, trash enclosure and pedestrian trail), which will be completed by June of 1997, as
represented in the current application,
STAFF COMMENTS:
Insubstantial SPA Amendment: Section 26.80.040(E) of the Aspen Municipal Code authorizes
the Community Development Director to approve an insubstantial amendment to an approved
PUD, ifthe amendment does not:
I. Change the use or character of the development;
Response: The use and character are not being changed. The additional square footage
proposed for the storage shed will not be habitable space.
2. Increase the overall coverage of structures on the land by more than three percent (3%);

Response: An increase of 225 square feet is proposed to accomodate a storage shed in a
comer on the northwest side of Bethe Hall. The existing square footage of structures on
the entire campus is 18,572 square feet; the size of the campus is 4.0965 acres.
Therefore, the increase in coverage of structures on the land will be less than 0.1 %.
3. Substantially increase trip generation rates or the demand for public facilities;
Response: The proposed work will not increase trip generation rates or demand for
public facilities.
4. Reduce the approved open space by more than three percent (3%);
Response: The approved open space will not be reduced by more than 3%.
5. Reduce the off-street parking and loading space by more than one percent (1 %);
Response: Off-street parking will not be reduced.
6. Reduce the required pavement widths or rights-of-way for streets and easements;
Response: Not applicable,
7. Increase the approved gross leasable floor area of commercial buildings by more than two
percent (2%);
Response: Not applicable.
8. Increase the approved residential density of the development by more than one percent
(1%);
Response: Not applicable.
9, Create a change which is inconsistent with a condition or representation of the project's
original approval or which requires granting a further variation from the project's
approved use or dimensional requirements.
Response: The proposed work is consistent with Ordinance No. 26, Series of 1996, and the
goals set out in the Aspen Meadows Master Plan. The proposed work will not impact
neighboring properties or viewplanes,
RECOMMENDATION: Staff recommends approval of the proposed insubstantial amendment
to the Aspen Meadows SPA, subject to the following conditions:

I. An amended SPA Development Plan shall be recorded in the Office of the Pitkin County
Clerk and Recorder within 180 days following approval, or the approval shall be rendered
invalid.
2. All representations made by the applicant shall be considered conditions of approval.
I hereby approve the insubstantial amendment to the Aspen Meadows SPA for modifications to
Bethe Hall on the campus of the Aspen Center for Physics, subject to the conditions noted above.

Dear Stan,
Harry Teague Architects has been requested to submit plans and documents concerning the
remodeling of Bethe Hall for The Aspen Center for Physics. The campus is located on Lot 3
of the Aspen Meadows. This property is a Specially Planned Area (SPA) that was established
in 1990. In 1995 A Substantial Amendment to the SPA was granted for the Building
Replacement Project. a,k.a, Smart Hall. We are now applying for a Insubstantial Amendment
to the Meadows S.PA
First, the work described in the Substantial Amendment to the SPA 1995 has been completed
except for the following:
1. Expanded parking area has a center divider of 5 cottonwood trees and a three rail
cedar fence.
. 2. Trash enclosure at the south/east corner of the parking lot.
3. The pedestrian trail to be extended around the front of Smart Hall adjacent to 6th
Street and Gillespie.
These final ~ems connected to the Substantial Amendment to the SPA 1995 will be
completed by June of 1997.
The 1996 Insubstantial Amendment of the Meadows S. PA is requested for work associated with
Bethe Hall and the Outdoor Patio. The use of the structures will not change. The major~y of
the work will be interior changes w~h some exterior maintenance to the buildings. The interior
changes are needed for computer enternet connection from each office. The exterior
changes involves maintenance work of Bethe Hall and the Outdoor Patio caused by water
damage as well as a yard tool storage shed. The specific ~ems are as follows:
1. Computer wiring of the entire building. Including a computer wire control room.
2. Conversion of the seminar room to library expansion and computer room.
3. New windows in the library expansion and computer room.
4. General electrical work.
5. Relocate one of the existing bathrooms. The number of fixtures willllQ1 change,
6. A 225 s.f. yard tool storage shed attached to the north wall of the building. This
add~ional square footage in not habitable or conditioned space.
7. General maintenance and painting of the exterior of Bethe Hall and the adjacent Patio
to the east.
