A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO,
ENDORSING THE FOIIMATION OF A ROARING FORK FORUM TASK FORCE TO
PURSUE THE ACQUISITION OF THE RIO GRANDE RIGHT-OF-WAY AND
APPOINTING LEE AMBROSE TO THE TASK FORCE.
WHEREAS, the City of Aspen is a member of the Roaring Fork
Forum; and
WHEREAS, the Roaring Fork Forum is an informal consortium of
governments located within and near the Roaring Fork Valley; and
WHEREAS, the Roaring Fork Forum has identified the acquisi-
tion of the Denver and Rio Grande Railroad Right-of-Way, or
segments of the Right-of-Way as available for future multiple use
in the public interest, as a high priority project for 1992; and
WHEREAS, the Roaring Fork Forum has identified the formation
of a Task Force to represent local governments in discussions
with the Denver and Rio Grande Railroad as the appropriate mecha-
nism for implementing acquisition of the Right-of-Way; and
WHEREAS, the members of the Roaring Fork Forum, in recogni-
tion of the value of a unified and coordinated approach to Right-
of-Way acquisition, have agreed to limit any contact with the
Denver and Rio Grande Railroad relative to Right-of-Way acquisi-
tion to that made by and through this Task Force; and
WHEREAS, other significant issues regarding the acquisition,
development and management of the Right-of-Way, including financ-
ing and ownership alternatives, usage, improvement and mainten-
ance are also of concern to the members of the Roaring Fork Forum
and might also be appropriately addressed by the Task Force.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ASPEN, COLORADO, that the city of Aspen does hereby
endorse and support the formation of a Rio Grande Right-of-Way
Task Force with the following make up and responsibilities:
1. Membership
Membership shall consist of one representative from
each duly constituted government included in the Roaring Fork
Forum, said governments to include the municipalities of Aspen,
Basalt, Carbondale, Snowmass Village, Glenwood Springs, Rifle,
and New Castle and Silt and the Counties of Pitkin, Eagle and
Garfield. Members may consist of elected officials, staff or
private citizens of those jurisdictions provided that those
members are empowered to represent their jurisdictions in the
activities of the Task Force.
2. Authority.
The Task Force shall have the authority to contact the
Denver and Rio Grande Railroad to initiate discussions regarding
the acquisition of the Denver and Rio Grande Right-of-Way by the
Forum or constituent members thereof. Such discussions may
include determination of prerequisites, terms and conditions for
such an acquisition, timetable for acquisition and appropriate
alternative methods of transferring title. The Task Force will
not have the authority to enter into any contracts or to make any

to make any binding commitments on behalf of the Forum or its
members without further explicit authority to do so having been
given by each participating government in the Roaring Fork Forum.
3. Organization.
The Task Force shall meet on a regular basis. Specific
meeting places and times will be determined by the membership.
All meetings shall be open to the public. The Task Force shall
elect such officers as it feels are necessary for the efficient
and effective discharge of its duties. Written notes of all
meetings, decisions, correspondence, and other business of the
Task Force shall be kept, distributed to the Roaring Fork Forum
membership and made available to the public on request. The Task
Force shall have no budget except as may be requested by the Task
Force and granted by constituent members.
4. Term.
The Right-of-Way Task Force shall have a term of one
year, measured from the last date of execution of this Resolution
by Forum member governments. The Task Force will report to the
Forum of its status and progress at every Forum meeting during
that term and members will report on progress and status to their
individual governments as may be required or requested by those
governments in the meantime. The Task Force term may be extended
by motion of the constituent members at any time.
