Re: Award of Contract for Construction - Pitkin Mesa Improvement District
SUMMARY:
City staff have been working with Pitkin Mesa property owners for about two years to help
them achieve paving of their road, drainage improvements including 450 feet of curb and
gutter, and dedication of the road to the City. The City will provide snow removal and
maintenance. Staff recommends approving the contract and the budget.
PREVIOUS COUNCIL ACTION:
Council has approved resolutions and ordinances for the formation of the Pitkin Mesa
Improvement District.
BACKGROUND:
The project will install storm drainage improvements and 450 feet of curb and gutter.
The main portion of the work is to grade and pave the roadway to the residences of
Pitkin Mesa Subdivision. Please refer to the attached map. The residents would like to
have a paved access road to reduce dust and to provide a smoother driving surface. The
funding for the project will be from the current bonds that the City is issuing, which also
include Lower & Upper Ute Avenue Improvement Districts. The final cost will be repaid
by assessments on property taxes.
PROBLEM DISCUSSION:
The property owners have stated that they have 16 signatures of the 18 abutting property
owners. Staff feels that it is unreasonable for two property owners to be able to block this
project for the remainder of the property owners.
