MINUTES OF JANUARY 7~ 2004
Bill asked Jack to contact Kevin Doyle, who owns a winery to see if he is
still interested in being in the market. Kevin volunteered to drop out last
year until this year in order to get his winery up and running.
Andrew and Bill said they would like to have the Woody Creek store and
non-profits in the park.
Bill said he feels that 20% of the produce could come off farm.
Eric said he thought we had an emergency contingency policy that stated if
there is a drought or whatever you could get produce from outside Colorado
for a few weeks.
Andrew said there is competition for coffee in this town. Jack said if no one
else has it in town we could consider the item.
Andrew said the nut man might be considered because we do not have any
place in town that sells nuts.
Andrew said he feels the kettle corn booth should sell smaller bags. We
chose larger ones because we thought people would take the bags with them
off site and they aren't.
Bill said we should stay as far away as we can with roasting foods at the
market on site.
Jack said the elk people are thinking about bringing in wild pheasants. We
also will have more cheeses this year.
Bill said Jennifer Craig did not have 20% of her flowers off site.
Andrew said he would like to have a day with Vendors and discuss these
issues with them.
MOTION: Bill moved to adjourn; second by Eric. All in favor, motion
carried.

manager.
MOTION: Eric moved to approve the market manager job description as
described with the salary of $6, 000. for one year; second by Mark. All in
favor, motion carried 5-0.
Yes vote: Bill, Terry, Mark, Marc, Eric.
Andrew abstained.
MOTION: Eric moved tO approve Maggie Dorrough as the 2004 market
manger; second by Terry. All in favor, motion carried 6-0.
Andrew asked Jack to find out if every produce vendor is happy where they
are in the market or do they need to do something different for 2004. He
also stated that the size of the spaces are needed in order to have a base plan
to work from.
Jack said he didn't foresee anyone not coming back in the market. There
will not be many changes in the positions. The little booths besides the
trailers are needed. Jack said Louis Swiss Bakery was sold and he has not
talked to the new owners about the market.
Jack said CCLC should prioritize the vendors.
Bill said Stacy should be prohibited from having his roaster on the east side
of his truck. Jack agreed.
Jack said years ago he wanted to go with a foot charge and what happens
the footage changes so he went with $400. and $500. for larger rigs.
Bill asked Jack who would make the decisions on how the money will be
spent as the market goes along. Kathy Wood handles the books and it
;vould be recommended that Maggie, Kathy, a CCLC member and Jack be
involved in the allocation of funds.
Andrew said the budget is pretty much laid out. Decisions have to be made
by May in order to work out a deal. The CCLC recommended a craft person
be on the budget committee.

Andrew said we need to find vendors that fit the bill. Eric said if an item is
purchased elsewhere and significantly altered by the vendor that product
would qualify for the market.
Marc said we need to review this but we also need to be flexible in our
decisions. Bill said we can say to vendors that we feel there is not enough
"hands on work" for the product to qualify.
Mark said it seems that the hats are purchased and she is making so much
value to them that she can sell them for $100. It sounds like she is buying
raw materials and being creative.
Jack D'Orio said the CCLC needs to start thinking down the pike. You
might want to give priority. Bill said the City wants a year-to-year review.
The first couple of years it is wise to interview everyone because there
might be people that you don't want in and this is the only way to get them
out.
Market Manager
Jack presented his ideas of a market manager. He suggested that the
manager work closely with craft vendors and the CCLC. The board also
said the manager cannot participate in the market. There is a meeting once
for the farm people and the market manager should be there.
Maggie said the original offer for the market manager was $6,000. She said
she is doing the web page in addition to the Aspen Saturday market
cookbook.
Jack said getting a manager on board early is important. Bill Said the
$5,000 was an arbitrary number that we came up with and he has no
problem with the $6,000.
Maggie said the website will be linked to ACRA and the Historical Society.
It will be updated weekly.
Eric pointed out that the website has to be updated weekly to keep people
interested. $6,000 is not significantly different than $5,000. Eric said he
would like to see Maggie staY in this position because of the infancy of the

Bill said his concern is the process that we will be using in determining who
is in the market and who is not.
Eric said anyone who is a participant and doesn't pay sales tax it is obvious
they are not bringing anything to the market.
Bill asked how we do the jury component of this. Andrew said you take all
of the same product the same day and you vote. We might want someone to
give input.
Marc said he disagrees in bringing someone in to help judge the products
other than the CCLC because there are a lot of private jealousies.
Terry said there are no two jewelers alike. To her they don't cancel
themselves out. Jewelry happens to be what is in the hand crafted work
right now. Andrew said if ten of them were out there he would choose the
one Who had the best sales because they appeal to our customers.
Bill said if Jack's square footage is the same then we probably have 40 10 x
10 spaces.
Terry said you take Larry's tax records and see who is selling and who is
not and weigh that against the variety in the fair. The fair has a lot to do
with who is out there and selling their product.
Andrew said the negative comments were that the market looks like a
jewelry show.
Eric said sales are an objective factor that we can use. He doesn't want to
haVe 30 or 40 booths just because jewelry is a profitable business.
Bill said this is a Colorado's arts and produce market. Some merchandise
was purchased elsewhere and finished here. Do we need to change our
criteria?
Terry said we have something that works here and we are doing well. Our
job is to bring activity and revenue and people into the City. Why would we
want to change course and go back to the purist thing. Marc said he is
100% on Terry's side.

Marc said if we open that up there will be interest.
Eric said local vendors have always had the opportunity to participate.
Bill said we did mention having the sign lady walking around advertising
the market.
Mark said an upper end retailer has no interest in the market. Maybe a
lower end would such as children's clothes.
Rick Jones said competition always comes up and typically if a business is
adding to their cost structure, such as employing another person for the
market and adding a fee for the.booth they will decline. Businesses do not
see an upside on the revenue.
Bennett Bramson said he can shop at the retail stores 365 days a year and
when we brings in the family on a Saturday we eat at the Wienerstube and
he goes to the market to get his vegetables, goodies, that he cannot find in
town or anyplace else. It would be a mistake to allow retailers to have
samples. They would be competing against themselves.
Bill said the park should also be used for better non-profits and cooking
demonstrations in a more substantial way for 2004.
Andrew said he feels the CCLC and market needs to fill up the park. We
need to make sure people know what is going on in the park.
Maggie Dorrough, market coordinator for g003. As a suggestion, maybe we
can put up a small tent on the comer of S. Hunter to do demonstrations of
foods in order to get people aware of the market and food demonstrations in
the park and to get the smells out there.
Bill said he would like to see the food demonstrations expanded to allow
hot food preparation.
Andrew said the Aspen Institute is looking to expand their whole program
with a variety of things. Bill also said this is an opportunity for reformation
of the arts.

Andrew said if Jack is happy with Maggie then he is also. Andrew said
legally we do not have to advertise. Andrew Said Maggie cannot be a
manager and a participant at the same time.
Eric said his gut reaction was to advertise. He thinks giving the
circumstances that Maggie was here for the formation of the position and if
she is interested in doing it she should have the opportunity to continue. It
would also help the position because she has already been there.
Terry agreed with Eric.
Mark said he would be interested in knowing how many hours are put into
this position.'
Andrew said he thinks one would allocate 15 to 20 hours a week during the
activity. She should also be involved at the meetings when we are selecting
vendors. There is probably 50 to 100 hours pre-season. The idea is to have
Maggie solve the problems at the market so that we as CCLC members to
not have to be there.
Eric said Maggie being at the selection process does not really address the
issues in the market.
Andrew said she should be at the layout meeting to be familiar where every
booth will be located.
Andrew said we need to know the spacing that Jack needs for his vendors.
Andrew said we have issues with the soap people. Daughter earth has
issues and a new store opened up selling soaps by the old Banana Republic
space.
Bill said we will have competition with local vendors all the time with this
market. Andrew said he disagrees. Andrew mentioned having a booth in
the park for local retailers to have samples available.
Bill said fundamentally having a local booth misrepresents what the market
is about.

Chairperson, Bill Dinsmoor called the meeting to order at 8:30 a.m.
Commissioners in attendance: Eric Cohen, Andrew Kole, Terry Butler,
Marc Breslin, Mark Goodman. Excused were John Starr and Charles
Kennedy.
COMMISSIONER COMMENTS
Mayor, Helen Klanderud extended an invitation to the CCLC to join the city
council in the presentation by Ford Frick and Henry Bier.
Bill said we need to talk about how we want to process the market
applications and how we want to apply the subjective criteria in making a
decision. Our City Attorney is anxious that we be consistent and thoughtful
so we avoid making mistakes.
Staff pointed out that the Clydesdale horses are coming at the end of the. X
games. There will be photo shoot opportunities. The Sports Center will be
televising the event at Buttermilk in the evening for the X games.
Andrew said he wants to attend the worksession council is having regarding
special events. The premises is should money be allocated for special
events and is that something the CCLC would like to handle.
Rick Jones said the ACRA's forte is not producing the special events but
being the marketing and public relations arm. Rick said they are not
running events other than the ones they are running now.
Bill said the Dicken's Carolers were well received throughout town. They
sang for two hours.
Andrew said the Holidays were record breaking in town for a run of 14
days.
Marc said Maggie was very enthusiastic about the Saturday market and she
did an adequate job. There needs to be more direction for 2004.
