HomeMy WebLinkAboutresolution.council.016-94 RESOLUTION NO. 16 SERIES 1994 A RESOLUTION DECLARING THE ASPEN CITY COUNCIL'S OPPOSITION TO HOUSE BILL 1025, HOUSE BILL 1076 AND SENATE BILL 90 SUBMITTED TO THE 1994 SESSION OF THE COLORADO STATE LEGISLATURE WHEREAS, House Bill 1025, House Bill 1076, and Senate Bill 90 have been submitted to the Colorado State Legislature that would in essence ease restrictions on the issuance of permits to carry concealed weapons; and WHEREAS, provisions contained in these bills establishing criteria by which concealed handgun permits would be issued are of such a nature that law enforcement personnel cannot accomplish an effective and thorough background investigation of an applicant; and WHEREAS, the proposed training standards for concealed handgun permit holders are inadequate and consequently expose the public to the danger of poorly trained and armed individuals; and WHEREAS, House Bill 1076 and Senate Bill 90 usurp local control over the issuance of concealed handgun permits by placing that authority with the Colorado Department of Public Safety; and WHEREAS, citizens, visitors and police officers would be exposed to a greater risk due to the increased number of concealed handguns being carried in the community; and WHEREAS, law abiding citizens already have the right to possess handguns for personal ~tection in their homes, businesses, and vehicles; and WHEREAS, under the provisions of House Bill 1025, the City of Aspen could be exposed to increased liability should the holder of a City of Aspen handgun permit cause injury or death to an innocent person; and WHEREAS, increasing the opportunity for citizens to routinely arm themselves in their daily lives is contrary to the concept of resolving conflict through peaceful means; NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO that: The City Council of the City of Aspen oppose House Bill 1025, House Bill 1076 and Senate Bill 90 as they would be detrimental to the health, safety, and welfare of the City and its citizens.
