A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO,
APPROVING CERTAIN VEIDCLE PROCUREMENTS, AND AUTHORIZING THE CITY
MANAGER TO EXECUTE REQUISITE SUPPLY PROCUREMENT AGREEMENTS ON
BEHALF OF THE CITY OF ASPEN, COLORADO.
WHEREAS, there has been submitted to the City Council the results of certain vehicle
procurement bids;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ASPEN,
COLORADO:
That the City Council of the City of Aspen hereby approves the results of said supply
procurement bids for replacement vehicles, and does hereby authorize the City Manager of the
City of Aspen to execute all requisite supply procurement agreements on behalf of the City of
_ Aspen for the following vehicles from the vendors listed:

SUMMARY
This is to advise you of the situation we encountered during our normal bid process
for the replacement of vehicles. Normal delivery dates of 4 .. 6 weeks were pushed
back until October, due to unforseen circumstances. Staff wishes to go beyond the
bid process and purchase "in stock" vehicles from the dealers who (a) participated
in the original bid process, and (b), offer the best price.
BACKGROUND
Because of the floods in the mid-west last year, most of the parts manufacturers
were closed for as long as three months. This put them very far behind in their
supply of parts to the major vehicle manufacturers. As a result, the big three closed
out their fleet assistance programs before our bids went out. There was no
notification that this was going to happen.
Our bid for replacement vehicles, this year, went out as a combination package.
There were actually 4 bids within the document. Three of the four responses bid
1995 units, not available until October. The bids were as follows:

Bid No. 1994-4FM will be awarded to Glenwood Springs Ford, due to the
reasonable availability and low bid. For the other three bids, I have asked all the
dealers involved in the bidding process to submit prices on vehicles in stock which
come close to our specifications. We have received submittals covering all the
vehicles in the original bids, for excellent prices. Those submittals are outlined
below.

RECOMMENDATION
I recommend approval on the Consent Calendar of Resolution L!([, 1994, for staff
to purchase the vehicles listed above.
