HomeMy WebLinkAboutresolution.council.083-94 RESOLUTION NO. ~ (Series of 1994) A RESOLUTION APPROVING PROJECTS AND EXPENDITURES TO BE FUNDED WITH REVENUES DERIVED FROM THE COUNTY-WIDE ONE-HALF CENT SALES AND ONE-HALF CENT USE TAX FOR TRANSPORTATION PURPOSES WHEREAS, the Aspen City Council, the Pitkin County Board of Commissioners, and the Town of Snowmass Village have previously adopted an Intergovernmental Agreement adopting the Comprehensive Valley Transportation Plan; and WHEREAS, the previous joint resolutions have identified general elements of the Comprehensive Valley Transportation Plan which are eligible for funding; and WHEREAS, the Intergovernmental Agreement specifies that all expenditures and projects to be funded from the County-wide one- half cent sales and one-half cent use tax shall be agreed upon by all three parties and verified by a Resolution adopted by each party; and WHEREAS, there have been some adjustments to the original budget proposal developed around the November 1993 sales tax election based on actual events and unanticipated additional projects; and WHEREAS, Pitkin County estimates that, at 'the low end, 1994 one-half cent sales tax revenue will be $2,143,000 and 1994 one- half cent use tax revenue will be $200,000; and WHEREAS, the City of Aspen wishes to comply with the provi- sions of the Intergovernmental Agreement adopted by Resolution No. 45 (Series of 1993). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY oF ASPEN, COLORADO, That the City of Aspen hereby approves of the following projects and one-half cent sales tax expenditures for the As- pen/Snowmass Transportation Project and the Comprehensive Valley Transportation Plan: i RFTA debt service for five new buses $ 80,000 ii RFTA expanded bus service 700,000 iii CDOT commitment for O&D study -0- iv city of Aspen reimbursement for TDA study -0-** v Aspen to Snowmass Project 680,000 vi Design competition best and final offer payments 40,000 vii Pitkin County Park and Ride lot operations 5,000 viii Airport Intercept Lot Construction Phase I 628,008'* ix Preliminary Design and Engineering estimate for transit terminal at Snowmass Village Mall -0-** x Additional bus service to Airport lot (1/10 of $10K) 10,000 xi Reimbursement to City of Aspen for plans and processing on Buttermilk lot -0-** Total $2,143,000 2 *Includes $92,000 MET Contract and approximately $7,500 for ROW Title Research **Deferred until 1995; $400,000 of the Airport Intercept Lot, $150,000 for Snowmass Village Transit Center, $25,000 and $15,000 reimbursements to the City of Aspen for TDA Study and Buttermilk Lot expenses. The City of Aspen incorporates with this amendment the following projects and one-half cent use tax expenditures for the Comprehensive Valley Transportation Plan: Work toward the purchase of the Denver Rio Grande Right-of-way $200,000 RESOLVED, APPROVED AND ADOPTED this ~ day of ~~ , 1994, by the City Council for the City of Aspen, Colorado.
