A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ,ASPEN, COLORADO,
DESIGNATING PORTIONS OF THAT CERTAIN REAL PROPERTY COMMO~Y
KNOWN AS THE "COZY POINT RANCH" AND OWNED BY THE CITY OF ASPEN AS
A PARK AND RECREATION AREA OF GREAT LOCAL SIGNIFICANCE, RESERVING
APPROXIMATELY TWENTY ACRES FOR FUTURE DEVELOPMENT OF AFFORDABLE
HOUSING AND APPROXIMATELY FIVE ACRES FOR FUTURE DEVELOPMENT OF A
U.S. FOREST SERVICE VISITORS CENTER.
WHEREAS, the City Council by adoption of Ordinance No. 57, Series of 1994, did
authorize the purchase of that certain real estate property, commonly referred to as the "COzy
Point Ranch," consisting of approximately 205 acres located outside the City limits but in a
strategic location for City open space, recreation and affordable housing purposes within Pitkin
County, Colorado; and
WHEREAS, pursuant to the above stated authorization, the City of Aspen did purchase
the Cozy Point Ranch on October 6, 1994; and
WHEREAS, the City Council has determined that the acquisition of the Cozy Point
Ranch will further the goals of the "Open Space/Recreation and Environment Action Plan" of
the Aspen Area Community Plan, adopted on February 2, 1993, by Resolution No. 6, series
of 1993, by providing an opportunity to: (a) "integrate the development of affordable housing
and maintenance of open space," (b) preserve "key open space parcels which help to establish
rea"
the character of the Aspen A , and (c) design and develop the property for multiple uses that
"require conservation and energy and water efficiency;" and
WHEREAS, the proposed Parks, Recreation and Opeff Space Needs Assessment &
Master Plan has recommended that "a multi-jurisdictional effort be undertaken in order to
establish the need and feasibility of developing a regional park down valley;" and

WHEREAS, the City Council has further determined that the acquisition of the Cozy
Point Ranch will further the goals of the "Housing Action Plan" of the aforementioned Aspen
Area Community Plan, in that the Plan identifies the Cozy Point Ranch to be considered for
affordable housing; and
WHEREAS, the private development of the Cozy Point Ranch for single family
residences and/or a private equestrian facility Would not assure the development of much needed
affordable housing, public equestrian and recreational facilities, strategically located open space,
and other essential public facilities for residents of the Aspen area; and
WHEREAS, the City Council has determined that the uncontrolled private development
of the Cozy Point Ranch and the resulting loss of open space and recreational facilities along the
entrances to both the City of Aspen and the Town of Snowmass Village would imperil the
continued vitality and growth of the tourist economy of the Aspen area and the unique scenic
values which now exist; and
WHEREAS, for all of the above stated reasons, the City Council has determined that the
Cozy Point Ranch has great significance to the local community of the upper Roaring Fork River
Valley and desires to publicly state its continuing interest in developing this parcel of land to
make the best use of its natural beauty and significance as park and recreational area.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ASPEN,
COLORADO:
That the Cozy Point Ranch be designated as a public park and recreation area for the Use of
residents of the upper Roaring Fork River valley and their guests, with the exceptiOn of
approximately five (5) acres at the intersection of state highway 82 and Brush Creek Road to be

considered for the development of a visitors center by the U.S. Forest Service and approximately
twenty (20) acres located to the north of the road commonly referred to as Juniper Hill Road to
be considered for the future development of affordable housing and a possible alternate site for
the U.S. Forest Service Visitors' Center, and
INTRODUCED, READ AND ADOPTED by the City Council of the City of Aspen on
the . day of 1994.
