A RESOLUTION APPROVING A PROFESSIONAL SERVICES AGREEMENT
AMENDMENT BETWEEN LEE MECHANICAL, INC., AND THE CITY OF ASPEN,
COLORADO, FOR PROFESSIONAL SERVICES RELATING TO MAROON CREEK
HYDROELECTRIC PLANT RENOVATIONS, AND AUTHORIZING THE CITY MANAGER
TO EXECUTE SAID AGREEMENT AMENDMENT ON BEHALF OF THE CITY OF
ASPEN, COLORADO.
WHEREAS, there has been submitted to the City Council a professional services
agreement amendment between Lee Mechanical, Inc., and the City of Aspen, a true and accurate
copy of which is attached hereto as Exhibit "A";
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
ASPEN, COLORADO:
That the City Council of the City of Aspen hereby approves that professional services
agreement amendment between Lee Mechanical, Inc., and the City of Aspen, a copy of which
is annexed hereto and incorporated herein, and does hereby authorize the City Manager of the
City of Aspen to execute said agreement amendment on behalf of the City of Aspen.

Dear Mark,
LMI Controls is please to provide modified pricing for installing a PLC based control
system at the Maroon Creek hydro plant as first quoted in our letter dated April 14, 1995.
The new base system includes a Motorola MOSCAD system in lieu of the GEg0/30 PLC.
The Motorola system involves a much higher initial hardware cost, but actually reduces our
software time. Site installation will remain the same - about three weeks to install and start-
up the system.
The Motorola hardware cost for the PLC is roughly 4-5 times higher than the GE systemi
but does include the radio link, plus some additional site time from the manufacturers rep.
Also, the Motorola system does not have RTD input capability, so the RTD's installed will
require panel meters to read the RTD's and provide a 4-20mA signal to the MOSCAD
system, or provide a local recorder that w~3uld monitor all six RTD's and provide alarm and
trip contacts.

The base system includes a MO$CAD RTU With a 300 series CPU, 32 discrete inputs, 32
discrete outputs, 8 analog inputs, radio communications, and RTD temperature recorder.
LMI Controls will employ the services of Timber Line Electric to install the required
antennas and for configuring the system communicate with your existing monitoring
system. LMI Controls will also install me PLC at the hydro plant, wire all required inputs
and outputs, and program the CPU to operate the hydro plant under headwater level
control.

OPTION 1 - Water Level Sen=or
Option 1 includes the supply and installation of a level sensor to measure the tail water
elevation and provide a 4-20rna signal to the PLC. The probe will be mounted in a stilling
w~ll provided by LMI Controls, However, this does require that the City of Aspen install a
w~ir to create a tail water pond. A head water level sensor can be provided to replace the
existing capacitance probe for an additional $2,000. This is highly recommended, as the
existing probe is not accurate and is difficult to calibrate.
OPTION 2 - PC System
This option would no longer be required if the Motorola system is used, as data collection
and operator interface would be performed through your existing MOSCAD system.
Pricing includes all engineering, design, installation, software programming, and start-up
services. Interconnection diagrams and schematics will be provided, both hard copy prints
~land on AutoCad disK. Operation and maintenance manuals would also be provided. All
~l~equiprnent and software Is Warranted for one year.
