HomeMy WebLinkAboutresolution.council.034A-96 e e e RESOLUTION NO'~A Series of 1996 A RESOLUTION AUTHORIZING THE CITY MANAGER OF THE CITY OF ASPEN TO EXECUTE AGREEMENTS ON BEHALF OF THE CITY OF ASPEN, COLORADO FOR THE CONSTRUCTION AND IMPROVEMENTS FOR THE LOWER RIO GRANDE RIVER PARK. WHEREAS, there has been submitted to the City Council a work plan for improvements to the Lower Rio Grande Rive]' Park. of which the Scope of Work shall not exceed three hundred and fifty thousand dollars; NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ASPEN, COLORADO: That the City Council of the City of Aspen hereby authorizes the City Manager of the City of Aspen to execute agreements on behalf of the City of Aspen based on the proposed scope of work for the Lower Rio Grande River Park. K~:f.~ 3 - e e "I~ Memorandum TO: Mayor and Council Amy Margerum, City Manager -I?f:- Bill Efting, Assistant City Manager 13 ~ THRU: FROM: George Robinson, Parks Director DATE: June 5,1996 RE: Contract Amendment - Lower Rio Grande River Park Improvements cc: John Worcester, City Attorney Doug Smith, Finance Director Summary: The repairs to the trail washout and kayak: course began at the end of April and the project was duly bid as Phase 1 of the Lower Rio Grande River Park Improvements. Bids were received and Aspen Earthmoving was the lowest and responsive bid. The contract was awarded for $18,331.00. Phase I of the project included stabilizing the rock wall that was washed out and repairing and arrnoring the kayak: course banks before high water. Staff is requesting Council approval to proceed with Phase 2 of the project and authorize the City Manager to enter into an agreement with Aspen Earthmoving for $276,653.00. There are a few details that still need to be worked out on the project and staff would like to proceed as quickly as possible when those details can be worked out. This will save considerable time and money for the project as a whole. There may be a few other contracts for subcontractors (i.e., for vegetation and irrigation) in excess of $25,000 that the City may want to enter into and we would like Council's approval to authorize the City Manager to sign those contracts as well. The total cost of the project should not exceed $350,000.00. ,Discussion: Staff has been monitoring the project on a daily basis and the amount of work already completed on Phase I is well beyond that which was anticipated. Some of the trail reconstruction work has begun due to the using the fill from the washout area and placing it on the low areas of the traiL Additionally, the Army Corp of Engineers and the Division of Wildlife have inspected the river work and were very pleased with the project. e - ei (1, "~ Phase 2 of the project includes the park improvements, completing the trail re-alignment, constuction of the basketball court, enlarging the ponds and the other minor improvements. Staff has met with the Trolley group and the trail realignment will not conflict with the proposed future train tracks. Phase 2, however, does not include the Oklahoma Flats Bridge replacement. The abutments for the bridge have been inspected and are not suitable as is. The bridge replacement will likely occur in the fall and be coordinated with the Aspen Sanitation's sewer line protection project adjacent to the bridge. Staff is requesting Council's approval to allow the City Manager's office to sign contracts for the project in excess of$25,000. Financial Implications: The project cost for Phase 2 will not exceed $350,000. Funds are available in the approved capital plan for the 1996 AMP. Recommendation: Staff recommends Council approval for the city Manager to enter into agreements to complete Phase 2 of the Lower Rio Grande River Park Improvements.
