HomeMy WebLinkAboutresolution.council.055-96 - e . RESOLUTION NO. 55 (Series of 1996) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, GRANTING A HISTORIC PROPERTY MAINTENANCE LOAN. WHEREAS, Section 26.72.060(C) provides City Council with the ability to grant a one-time, no interest loan, in an amount not to exceed $10,000, to the owner of a historic property to assist in maintenance costs; and WHEREAS, Julie Wyckoff, owner of the historic landmark property at 525 W. Hallam Street has requested a loan in order to replace the existing roof and repaint; and WHEREAS, the project cost is in excess of $10,000; and WHEREAS, City Council supports the loan award in an effort to assist owners Of historic properties with the associated maintenance costs and in order to avoid the occurrence of "demolition by neglect." NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, THAT: Section 1 That a one-time, no interest loan in the amount of $10,000 be awarded to Julie Wyckoff, owner of 525 W. Hallam Street. Section 2 That the applicant shall provide the Community Development Director for receipts from all work completed as part of this loan. e Section 3 That the loan is to be repaid in full within ten years or when the title is transferred, whichever is sooner. Galena St. Aspen, Colorado 81611 Officer September 9, 1990 Dear Amy, I would like to apply for the $10,000. zero interest "Minimum Maintenance Loan Program" available through the City of Aspen. The proceeds of this loan would go to pay for the new roof and exterior painting at my residence 525 West Hallam. The roof replacement costs I am asking for are $9,500. It was more expensive to replicate the "original" black wood shingles with an authentic grade of asphalt shingle, than to use a less expensiv~ product. The exterior painting was $6,500, and a partial amount of that expense would make up the balance on the $10,000 loan. In reviewing The Aspen Historic Preservation Incentives information last week, I understand that the City Council has the ability to waive park dedication fees on Historic Residence building permits. When I asked about this last year I was told that the policy had been changed and that I did not qualify for the waiver. I am now wondering if I have any recourse in this matter? I also wonder about the three parking spaces I was required to build. I have returned the financial statement you requested to the City Attorney's office and I can give you copies of the roofing and painting invoices if you need them.
