HomeMy WebLinkAboutresolution.council.057-96 . . e RESOLUTION NO. 5']- (Series of 1996) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, GRANTING SPECIAL APPROVAL FOR BANNERS COMMEMORATING THE ASPEN SKIING COMPANY'S 50TH ANNIVERSARY WHEREAS, Section 26.36.030(3) of the Land Use Code, allows for the installation of temporary banners which advertise <'l special event for noncommercial purposes, to be in place for not more than seventeen days; and WHEREAS, Section 26.36.110 of the Land Use Code, requires Council approval for any signs installed in the public right-of-way; and WHEREAS, City Council finds that the 50th anniversary of the Aspen Skiing Company is an event of importance to the entire community, and therefore grants permission to install banners on Iightpoles on Main Street between Third and Galena, on Cooper Avenue between Spring and Galena, and on Durant Avenue between Spring and Mill. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, THAT: Section 1 The banners, represented by the attached design, may be installed between November 1,1996 and April 30, 1997. Section 2 The Aspen Skiing Company shall donate the mounting brackets to the City for use after this installation. e . . Section 3 The following conditions are placed on this approval: 1. The Aspen Skiing Company shall prepare a plan for location of the banners so as to avoid clutter on heavily signed poles, to avoid any safety impacts from blocking views, and to avoid obstructing any street name signs. 2. If the brackets are to be banded to the poles, the Electric Department should remove any bands which are not needed and the City should consider purchasing the attachment which allows flags to be hung from these brackets. 3 . The Aspen Skiing Company shall have the brackets "powder finished" by the supplier to match the lightposts. 4. The Aspen Skiing Company shall supply a plan for replacement of any banners if necessary and maintenance. You are a pleasure to work with. I met with Joy Brown who has a banner company based in Basalt. She has some great design ideas for lamp post banners that we'd like the City to consider. I've attached a rough sketch of a design we're thinking about. We'd like to lIse the City's flag design of the Aspen leaf with the snowflake in the middle with the words "Fifty Years of Skiing in Aspen" beneath. We like this design because it represents, the City, the Ski Club, (this is also their logo) and of course, the skiing. Ideally, we'd like to hang the banners along Main Street, from the Main Street banner@ Third Street to the Court House and on Cooper Street between Spring and Galena and on Durant Street between Spring and MilL This would be a total of approximately 75 banners. We would like to hang them for the entire ski season. These banners would create a real festive atmosphere for everyone coming to Aspen this winter. When the banners come down, the lamp post attachments will be donated to the City to use for other occasions either winter or summer. The total cost of the project is estimated at $14,000 which would be paid for out of the 50th Anniversary Committee fund. ASPEN SKIING COMP,\NY Post Office Box 1248 . Slide the arm unit with banner down iTom the top onto the bottom mounting plate until you are able to insert the Stainless steel screws, washers, and lockwll5hers. Thread the scews in LOOSELY. l2) A While you pull down on the outside end of the 1iberglass rod, slide the entire arm unit down enough to tighten the banner so tbat it is eveoiy tlUght across its entire surface. IMPORTANT: There should be no slack on the INSIDE oftha banDer. B. Now, tighten both screws securely. TIP: Tighten the top screw first. tben tjgbten the bottom screw to put more tcmsio~ on the ouside edge of the banner, then re-tigbte'1- the top screw. Secure bllllDCf by feeding plastic cable tie thtough gronunet and. through the tie-dowo hole just above the arm. TO CHANGE BANNERS: Release the plastic cable ties. Unscrew the bottom bracket ann, ~de it up ami off' of the mounting plate. Remove the banner by sliding it off the arm. If the new banner is Ii little longer or shaner, you lDaY have to loosen the screws on the upper bracket to get additional adju~.
