A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN,
COLORADO, AUTHORIZING EXECUTION OF A CONTRACT WITH THE
ROOT GROUP, FOR CONSULTING SERVICES AND HARDWARE AND
AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACT
ON BEHALF OF THE CITY OF ASPEN
WHEREAS, there has been submitted to the City Council a contract
between the City of Aspen, Colorado, and The Root Group, Inc. a copy of which
contract is annexed hereto and made a part hereof.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ASPEN, COLORADO:
Section 1
That the City Council of the City of Aspen hereby approves that contract
between the City of Aspen, Colorado, and The Root Group regarding consulting
services for the City's information system, a copy of which is annexed hereto
and incorporated here, and does hereby authorize the City Manager to execute
said contract on behalf of the City of Aspen.

Exhibit Three - Tasks to be Accomplished
Network Security Policy
1. Design an overall network security policy for the City of Aspen and
Pitkin County (COA/PC) network with input from COA/PC staff.
Identify the various security zones and security levels for both the
Internet gateway and the COA/PC intranet. (A security level is
defined in terms of its active security features. A security zone is a
set of networks and hosts with identical security levels on those
networks.)
2. Produce documentation detailing the design and implementation
of the network security system.
3. Produce documentation on the operation of the network security
system, including alert response tactics and disaster recovery.
4. Work with COA/PC staff to implement the security system.
5. Train COA/PC staff in maintenance and operation of the security
system.
IP Addressing
1. Develop a plan to readdress the COA/PC MAN and WAN.
2. Work with COA/PC staff to implement the plan.
Network Management System
1. Define new Sun Net Manager (SNM) element types for all gateway
devices as needed.
2. Incorporate other SNMP MIBs for all gateway host features as
needed.
3. Update the SNM database.
4. Customize SNM with shell scripts and graphics for data
presentation as needed.
5. Define all event monitoring agents and alert thresholds.
6. Setup predefined agents.
7. Produce documentation detailing operation of the network
management system on the gateway host.
8. Train COA/PC staff in operation of the network management
system and security alerting features, including gateway host
monitoring.
Internet Gateway System
L Install Solaris 2.5.1, in appropriate configuration with the latest
patches.
2. Install Firewall One software on a Sun Netra host.
3. Install additional security packages as needed.
4. Enable other services (anonymous ftp, gopher server, etc.) as
requested.
5. Train COA/PC staff in operation of the gateway system.

Internet Web Server
1. Set up an external Web server using Netscape Enterprise Server.
2. Train COA/PC staff in operation of the Web Server.
E-mail System
1. Install and configure an Internet gateway SMTP server using
sendmail v8.
2. Integrate e-mail transport of gateway with COA/PC master server
and departmental servers as needed.
3. Train COA/PC staff on operation of e-mail system.
Remote Access System
1. Implement all needed security features and security logging.
2. Train COA/PC staff in operation of the remote access server security
features.
Network Routers
1. Implement packet filter and security logging design with COA/PC
staff.
2. Setup required filtering and reporting on Cisco and Netblazer
routers.

Equipment Acquisition
1. Provide all necessary equipment.
2. Provide complete product specifications and demonstrate suitability
to task, if requested.
3. Detail manufacturer and vendor warranties and support policies.
Provide them in writing, if requested.
