RESOLUTION NO.~ SERIES OF 1997 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, APPROVING THE PURCHASE OF ONE (1) ELF LOW-FLOOR ACCESSIBLE BUS PRIMARILY FOR USE ON THE HUNTER CREEK ROUTE. WHEREAS, the Aspen City Council, previously approved the 1996 Transit Development Plan for the Roaring Fork Valley (TDP); and WHEREAS, the TDP recommends a second bus on the Hunter Creek Route, operating in the opposite (counterclockwise) direction to provide double transit service to the portion of town with the highest existing transit usage; and WHEREAS, the Aspen City Council has expressed a strong intent to enhance transit service and to reduce the size and impact of the RFT A transit vehicles operating in Aspen neighborhoods; and WHEREAS, the Aspen Transportation and Parking Enterprise Fund was established with the commitment to dedicate all net parking revenues to offset the costs of transit and transportation improvements; and WHEREAS, the 1997 Transportation and Parking Department budget includes $320,000 in capital funds for vehicle acquisition to be funded through the use of parking revenues; and WHEREAS, City and RFTA staff have reviewed Hunter Creek vehicle options and determined that the Elf low-floor accessible vehicle best meets the needs of the Hunter Creek counterclockwise service plan and provides smaller scale, fewer neighborhood impacts, and superior passenger comfort features for this particular route application. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Aspen, Colorado, that the City authorizes the RFT A Board of Directors to proceed with the procurement of one (1) Elf low-floor accessible bus primarily for use on the Hunter Creek route at a cost of approximately $110,000 to be paid from the Aspen Transportation and Parking Enterprise Fund. - . .
