A RESOLUTION APPROVING A PROCUREMENT CONTRACT BETWEEN UNIFILT
CORPORATION AND THE CITY OF ASPEN, COLORADO, FOR THE PURCHASE OF
FILTER MEDIA FOR THE WEST WATER PLANT AND AUTHORIZING THE CITY
MANAGER TO EXECUTE SAID AGREEMENT ON BEHALF OF THE CITY OF ASPEN,
COLORADO.
WHEREAS, there has been submitted to the City Council a procurement contract
between Unifilt Corporation and the City of Aspen, a true and accurate copy of which is
attached hereto as Exhibit "A";
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ASPEN,
COLORADO:
That the City Council of the City of Aspen hereby approves that procurement contract
between Unifilt Corporation and the City of Aspen, a copy of which is annexed hereto and
incorporated herein, and does hereby authorize the City Manager of the City of Aspen to execute
said agreement on behalf of the City of Aspen.
INTRODUCED, READ AND ADOPTED by the City Council of the City of Aspen on

1. The CONTRACTOR will completa delivery of materials for filter media
2. The CONTRACTOR will furnish all of the material described herein.
3. The CONTRACTOR will deliver the material required by the CONTRACT
DOCUMENTS within thirtY (30) calendar days unless the period for completion is extended
otherwise by the CONTRACT DOCUMENTS.
4. The Contractor agrees to provide all of the materials described in the
CONTRACT DOCUMENTS and comply with the terms therein for the sum of Seventy-two
thousand. four-hundred frftv ($"***72.450**"*).

7. This AGREEMENT shall be binding upon all parties hereto and their respective
heirs, executors. administrators, successors and assigns.

RE: West Water Treatment Plant Filter Media Bids
Dear Larry:
The purpose of this letter is to provide our recommendation on the filter media bids recently received for
the West WTP. Enclosed is a summary of the bids received. We are recommending that the award be
given to Unifilt Corporation for the following reasons:
1.
The BOSS Sand Company bid did not have definitive freight charges. Freight charges
are approximately 50% of the total bid. BaS Sand Company (ESC) indicated that the
freight rate at the time of shipment will prevail. The Unifilt bid had firm freight charges.
2.
The BSC bid stated the following:
. All testing and inspection of this material must be performed at the point of
origin with final approval acceptance at the same. .
This statement is contrary to Specification 3.3 of AWWA BlOO-89. In practical terms,
A WW A BIOO-89 requires that independent lab testing be performed at the WTP once the
media is shipped. If the material does not meet the specification, the material has to be
removed by the media supplier. This specification is provided for so that we are not
relying on lab testing provided by the supplier. Based on the BSC statement, if the
media does not meet the specifications based upon our independent lab tests, the City
would have no recourse to be reimbursed for the material. On the other hand, the Unifilt
bid does allow for independent lab testing at the WTP.
3.
BSC is in essence a broker of the seven different types of material that will be purchased.
In other words, BSC does not manufacture the material but, rather, calls the various
sand, gravel, garnet and anthracite suppliers and packages a bid. It is extremely
important that all the materials be compatible. For instance, all the material can meet the
intent of the specification for size, uniformity coefficients and specific gravity and still
not be compatible.

In our evaluation of the East WTP, we identified defects with the media. In that
instance, the City of Aspen relied on a general contractor to award the media bid to the
low bidder. Also in that instance, the material did conform to the specifications but yet,
based upon our evaluation, was not compatible.

On the other hand, Unifilt has a long history of ensuring that the material not only meets
specification, but is compatible. Unifilt has lab and engineering personnel on staff that
can verify that the material is compatible and will stratify at the right locations after
backwash fluidization. By way of example, we called Unifilt after the bids were received
to verify the headloss calculations and expansion of media with the flows from the City's
existing backwash pumps. Unifilt immediately had their engineers calculate the headloss
and expansion of media based upon flows and water temperature. BSC is not able to
provide this information.
4. It is extremely critical that the media replacement be done in the next several months so
that the plant can be fully on line prior to higher demand periods this spring. We are
more confident that U nifilt can meet this schedule and meet the intent of the specification
after review of submittal materials. For instance, we are aware of a project for the Town
of Louisville that has had a nine-month delay due to submittals not in compliance with
specification from BSC. Apparently, the original submittals from BSC did not meet the
intent of the specifications. The City of Aspen cannot afford to risk not having the
project done prior to spring runoff.
I hope this information is sufficient for the City of Aspen to make a decision. If you have any questions
