HomeMy WebLinkAboutresolution.council.030-98 o RESOLUTION NO. 30 (Series of 1998) A RESOLUTION APPROVING THE SMUGGLER AREA PEDESTRIAN SAFETY AND TRAFFIC IMPROVEMENTS SUBMITTED BY CHARLIER ASSOCIATES, AND APPROVED BY PARTICIPATING NEIGHBORHOOD RESIDENTS, AND AUTHORIZING THE ENGINEERING DEPARTMENT TO IMPLEMENT THE WORK ON BEHALF OF THE CITY OF ASPEN. WHEREAS, there has been submitted to the City Council a traffic calming report by Charlier Associates, a copy of which report and preferred alternatives are annexed hereto and made a part thereof. WHEREAS, the Engineering Department staff and Charlier Associate staff conducted a neighborhood meeting in December 18, 1997, and presented various improvement alterna.tives to neighborhood members. A preferred alternatives plan was voted for construction by participating neighborhood residents. WHEREAS, the alternatives plan will be implemented in 1998 and 1999, weather and budget permitting, and which will include the following specific improvements: ~ 1998 Planned Improvements 1. Construction of neck-downs and pedestrian cross walks at the intersections of: a) North Mill Street and Gibson Ave., b) South A ve./ Oak Lane/ Cottonwood Lane/ Spruce St.! Park Circle, c) Gibson A ve./ South A ve./ Race Street! Lone pine Rd. 2. Installation of intersection street lights at the above mentioned intersections and at the intersection of Spruce and Race Streets. 3. Construction of speed humps at the following locations: a) Midland Ave., between Highway 82 and E. Hopkins Ave. b) Gibson Ave., between Maple Lane and Neale Ave. c) Red Mountain Rd., between Lone Pine Road and Gibson Ave. d) Red Mountain Rd., between Shady Lane and Lone Pine Rd. 4. Construction of approximately 850 linear feet of pedestrian walkway along east side of the Midland Ave., between Snyder Property and highway-82 and along highway 82 from Midland Ave. to the Roaring Fork River Bridge. 5.. Completion of approximately 400 linear feet of walkway, curb and gutter segments on the west side of Neale Ave., between Gibson Ave. and Queen Street. .~ 1999 Planed Improvements 1. Construction of neck-downs and pedestrian cross walks at the intersections of: a) Park Ave.! King Street! Gibson Ave. b) Park Circle/ Park AVe. . c) Lone Pine Road and Red Mountain Road 2. Rehabilitation of the Neale Ave. Bridge over the Roaring Fork River. 3. Installation of corridor illumination lights for walkways and bus stops. 4. Reconstruction of Children's Park parking lot and drainage improvements. ~ , ~ .~ NOW, WHEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: Section One That the City Council of the City of Aspen hereby approves the preferred alternatives plan as presented and prioritized over a two year period beginning in 1998.
