A RESOLUTION OF
THE ASPEN CITY COUNCIL
ADOPTING PHASE 3-DESIGN DEVELOPMENT OF THE
ASPEN DOWNTOWN ENHANCEMENT AND PEDESTRIAN PLAN (ADEPP)
RESOLUTION NO. 98- 5tJ
WHEREAS, the Aspen City Council (hereinafter "Council") has the powers and duties
to take such other actions not delegated to the Commission, the Historic
Preservation Commission, the Board of Adjustment or the Planning Director, as
the Council may deem desirable and necessary to implement the provisions of the
Land Use Regulations; and,
WHEREAS, the City of Aspen and County of Pitkin in 1993 adopted the Asven Area
Communitv Plan, a character-based plan developed by the citizens of the
community, which includes the Aspen downtown core area; and,

WHEREAS, the Aspen Area Community Plan includes Growth, Transportation,
Housing, CommerciallRetail, Open SpacelRecreation and Environment and
Design Quality and Historic Preservation Action Plans with the adopted policies
relating to the enhancement and improvement of the downtown core; and,
WHEREAS, the pedestrian needs of residents and visitors are balanced the necessities of
the business community to create an attractive, lively, safe, and economically and
socially sustainable downtown, City Council adopted via Resolution 97-_ the'
DEPP Master Plan that maintains, enhances and expands the existing pedestrian
malls while creating a street hierarchy and modifying on-street parking
configurations, and includes the completion and expansion of the sidewalk
network, pedestrian crossing improvements, and other special treatments; and,
WHEREAS, City Council directed the Citizen Task, consultant team and staff to proceed
with DEPP Phase 3, Design Development and to identify a potential
demonstration/implementation project; and,
WHEREAS, at a public, joint worksession on 27 May 1998, the Aspen Historic
Preservation Commission and the Aspen Planning and Zoning Commission
reviewed and commented on the DEPP Phase 3 Plans, Sketches and
Recommendations; and,

WHEREAS, City Council at a public worksession on 1 June 1998 and at the City
Financial Summit reviewed and commented on the DEPP Phase 3 Plans, Sketches
and Recommendations; and,

WHEREAS, a public Open House displaying the DEPP Phase 3 Plans, Sketches, and
Details was held in the lobby of the Wheeler Opera House from 5-7 p.m. on 17
June 1998 with citizens, Board members, elected officials, Task Force members,
consultants and staff; and,
NOW THEREFORE BE IT RESOLVED by the Aspen City Council that we do hereby
endorse Phase 3, Design Development of the Aspen Downtown Enhancement and
Pedestrian Plan (ADEPP); authorize staff to prepare a scope of work, schedule,
and budget for Phase 4, Final Design and Construction Documentation for the
MillfHyman implementation project; and require that all future and final plans
shall be submitted to Historic Preservation Commission for review and
recommendations which shall be forwarded to Aspen City Council for detailed,
final review, approval, and funding; and,
Specifically, City Council approves the DEPP Phase 3 Design Development
guidelines as follows:
. General Direction of the Design Character: Striking a balance between the
need for improvement and the desire for preserving the uniqueness of Aspen's
historic downtown core.

. Concept of a Design Hierarchy of Streets: Primary Commercial Streets (C)
receive a complete new treatment including the reconfiguration of parking
with no net loss of spaces; Secondary Commercial Streets (B) contain a mix
of existing and new treatments; and Downtown Residential Streets (A)
maintain their existing character with minor modifications.
. Concept of Sidewalk Zoning: Browsing corridor along storefronts to allow
people to walk two abreast and be able to pass others passing in the opposite
direction (10-12 feet) with an amenity corridor along the curb for benches,
bike racks, trees, etc. (5-7 feet).
. General Palette of Street Furnishings: Variety of benches and chairs, unique
"leaning rail" modular system, limited variety of hardy street trees with the use
of a City-controlled irrigation system, mix of appropriate paving materials,
etc.. The final palette will be finalized and presented to Council and HPC for
approval during Phase 4, Final Design.

. Demonstration Project Area-Phase 4: The three-block area of MilllHyman
was selected because it will provide the greatest visibility or "bang-for -the-
buck" while not conflicting with other public works projects such as the
sanitary sewer project slated for Galena Street or the uncertainty of the future

reconfiguration of Rubey Park Transit Center; and that it includes
opportunities for other funding sources such as the Wheeler budget.
