Meeting was called to order by chairman Jake Vickery with Roger Moyer,
Suzannah Reid, Susan Dodington, Melanie Roschko and Mark Onorofski
present. Excused were Donnelley Erdman and Sven Alstrom.
MOTION: Roger moved to approve the minutes of July 24th andAugust
14th, 1996; second by Susan. All in favor, motion carried.

MOTION: Roger moved to table 706 W. Main until Sept. 25th; second by
Melanie. All in favor, motion carried.
ElS COMMENTS
Amy stated that HPC has until Sept. 24th as private individuals or groups to
give comments to Ralph Trappani on the preferred alignment which is what
HPC looked at at the last meeting and basically it would be one corridor with
all the lanes of traffic and the rail together crossing Marolt with a cut and
cover for a short stretch and then connecting with Main Street.
Roger stated that a letter had been submitted to the paper from several
conservation groups endorsing just the rail to be built, separate from the road.
Amy stated that the groups feel the modified alignment proposal is too urban.
Roger and Melanie concurred with the groups.
Roger stated that highways do not solve the problems.
Melanie stated, and they do not go away, the trend is to add more.
Roger stated to preserve the historic integrity of Aspen that a single rail
should be the only proposal. He also suggested a meeting with the
conservation groups. He also stated that they are probably not aware of
I-lPG' s concerns.

Roger stated that the rail corridor should be south of the existing highway so
that it is less urban and can be built separately.
Amy stated that we need to address preservation issues.
Jake stated that the modified direct line goes within 150 feet of the Marolt
Barn and HPC feels that is too close.
Amy stated that there will be noise and vibration impacts to the Marolt Barn
and site. The proximity to the barn is critical as it would ruin its use as a
museum site. You would not be able to see the site as you are entering and
exiting town. If there is no access besides walking the site becomes useless.
Melanie stated that when you come right into town you will be on top of
buildings and the entire experience is offensive and has numerous impacts.
Roger stated that the proposal is polluting an historic resource.
Amy stated that it was brought up that the S curve is an historic element of
Aspen.
Amy stated that she will draft a letter and schedule a meeting with the
different groups. She stated that CDOT wants four lanes in and a rail.
Roger stated that he is in favor of the existing two lane and allow a train to
pass across the Marolt.
Susan stated that she would be concerned if the Christian science building
was taken out.
Roger stated that for future generations we need to provide other means of
transportation up and down the valley other than the automobile. We need to
maintain a livable historical scale.
Jake stated he would rather see the train on one side of the street or the other.
Roger stated that this proposal is looking at moving people around as in the
post W.W.II methods, not any other methods such as thinking of a train in 15

years from now. It is hanging on that momentum that has mined so many
towns.
Jake stated that he supports the train but he wants the two lanes. What
happens in the interim of the ten or twelve years while money is being raised.
Suzannah stated that here is a dead end whereas in Basalt you can go on by.
Amy also stated that if the modified is accepted CDOT will build the right-of-
way so all we would have to do is find the train funding. If we just go with
the train they will not give us any money at all as they do not have funding for
mass transit.
Roger stated that the highway department should be a transportation
department.
Amy stated that the money is from gas a tax and she will write a letter and
schedule a WORKSESSION.
MOTION: Roger moved to adjourn; second by Jake. All in favor, motion
carried.
