A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO,
GRANTING APPROVAL FOR FLAGS ON THE :OOWNTOWN.LIGI-IT PQSTS AN:QTWO
ALLOCATIONS FOR BANNERS ACROSS MAIN STREET FOR 'fI-IE4Q04 WINTER X GAMES
WHEREAS, a request was received by the Community Development Department from
ESPN and the Aspen Skiing Company to allow Winter X Games flags on the Main S~eet light posts
and two banner allocations across Main Street; and
WHEREAS, the Aspen City Council adopted Resolution 118, Series of 200 1, approving the
policies regarding signage on public property; and
WHEREAS, Section IV(E) Eligibility for Banners and Flags on Main Street Light Posts of
that policy states;
Only applicants for significanlanniversaries (25th, 50th, 75th and lOdh) of local non-
profit organizations shall be eligible for consideration pursuant to this policy. All other
requests from other organizations or for other types of events shall be forwarded to City
Council.
WHEREAS, during a public meeting on December 8, 2003, the City Council found that the
2004 Winter X Games request meets Section N(E) as cited and is beneficial to the city by promoting
an event of international distinction; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ASPEN, COLORADO, THAT:
SECTION 1:
The Aspen City Council does hereby approve of the request for mounting of the 2004 X Games flags
on the light posts on Main Street and allocations for two banner slots across Main Street the dates of
January 16, 2003 to February 2,2003.

Flags and Banners on Main Street-2004 .Winter X Games
SUMMARY:
Attached is a letter from Ryan McGuinness of ESPN on behalf of ESPN and the
Aspen Skiing Company requesting permission to install flags on the Main Street light
posts from Friday, January 16,2003 to Monday, February 2,2003 for the Winter X
Games. The Winter X Games is also requesting two allocations for banners across
Main Street during that time. The actual event will be held the week of January 27,
2003.
On December 17, 2001, Council adopted policies regarding signs on public
property. Per Section IV (E) Eligibility for Banners and Flags on Main Street light
posts states;
Only applicants for significant anniversaries (25th, 5(jh, 75th and lO(jh) of
local non-profit organizations shall be eligible for consideration pursuant to
this policy. All other requests from other organizations or for other types of
events shall be forwarded to City Council.
In the past, Council has granted requests for prominent local, regional, state or
national events such as World Cup and the Olympic Torch celebration. If Council
wishes to approve this request, attached is Resolution #U3, 2003, which would allow
flags to be hung on the Main Street light posts for the Winter X Games from January
16, 2003 to February 2, 2003 and two allocations for banners across Main Street.

PROCEDURE:
City Council may grant exceptions to the "Policies Regarding Signage on
Public Property."
RECOMMENDATION:
Staff recommends approval of the proposed request finding that said request is
consistent with past approvals such as World Cup and the Olympic Torch celebration.
The Winter X Games represents a national winter sporting event that receives
international media attention. This is an unprecedented third year that the Winter X
Games will be held in the same venue. Aspen benefits from the coverage and visitor
exposure. We feel that the flags and banners will be beneficial to Aspen.
RECOMMENDED MOTION:
"I move to approve Resolution #t\~ 2003 granting approval for X Game flags to
be installed on the Main Street light posts from January 16, 2003 to February 2, 2003
and two allocations for banners across Main Street. "

ESPN's Original Entertainment Group, in conjunction with the Aspen Skiing Company and the
City of Aspen, is preparing to host the Winter X Games for a third straight year. The event was deemed a
huge success last winter on all levels from organizers to athletes to sponsors and spectators.
The support from the community of Aspen added greatly to the success of last year's event. Local
business worked together with the town to welcome the athletes, organizers, staff, action sports community
and fans. ESPN recognizes and thanks everyone for the outstanding hospitality extended to our event.
Throughout the year, the City of Aspen has a great way of embracing celebrations ranging from
music festivals to food and wine festivals as well as sporting events. The Winter X Games is celebrated as
a showcase of the status winter action sports have reached. ESPN would like to team up with the Aspen
and the ASC to de~6rate the town and welcome everyone back for the event. There are a few ways in
which ESPN is proposing to decorate the town including banners that hang across Main -Street, the street
pole banners that hang along Main Street as well as around town and for the returned support from local
businesses to decorate windows and shops of downtown Aspen.
It would be a magnificent gesture to the guests of Aspen for the ESPN Winter X Games to greet
them with banners across Main Street. ESPN would like to work with the town to cOrne up with text that
serves the goal of both parties. It is our intention to make residents, cormnuters, and visitors aware that the
event is free for everyone to enjoy. Below are some preliminary ideas of text that could stretch across the
street. ESPN would like to be able to use the entire four-banner space that reaches across Main Street
beginning on Monday January 19,2004 and remaining up until Monday February 2, 2004.
The street pole banners that line Main Street and adorn the rest of downtown area are the second
element of the proposal to decorate town. ESPN understands that the use of this space is reserved for
special occasions in the City of Aspen. It would be a great honor to be able to use this space beginning on
Friday January 16,2004 until Monday February 2,2004 to help decorate the town. Again, ESPN has come
up with some preliminary ideas for design of the flags and would like to work together with the city
officials and Aspen Skiing Company to find a design that would be best suited for the spaces. Below are
some of the ideas.
The final element of ESPN' s proposal to enlist the town is a call for a rally of support from local
businesses to create a window display focusing around the sports, athletes or events of the ESPN Winter X
Games. There have been ideas of a contest for the most creativ~wind~w display that would include prize
packs for the store's staff. The details of the contest can be worked out in the future as well as the prize
pack contests. It would be a great opportunity to bring some athletes into the town to judge the contest and
get them involved with some local businesses
