HomeMy WebLinkAboutminutes.hpc.19961113 ASPEN HISTORIC PRESERVATION COMMISSION NOV. 13, 1996 Meeting was called to order by chairman Jake Vickery with Suzannah Reid, Donnelley Erdman, Sven Alstrom, Mark Onorofski and Roger Mayer present. Excused were Melanie Roschko and Susan Dodington. MOTION: Donnelley moved to approve the minutes of Oct. 23rd; second by Roger. All in favor, motion carried. MOTION: Roger moved to add 330 Gillespie to the agenda; second by Mark. All in favor, motion carried. Jake stated he would like 550 Gillespie (Beck) added to the awards lists for replacing the siding. The project was exceptional. 706 W. MAIN - VESTED RIGHTS, PUBLIC HEARING Chairman Jake Vickery opened the public hearing. Sven stepped down from voting. Assistant Attorney David Hoefer stated that the proof of notice has been presented to the Clerk' s office and HPC has jurisdiction to proceed. MOTION: Roger moved that HPC approve Reso. /¢3, 1996 granting vested property rights for three years starting from the date of approval of the site specific development place for 706 W. Main, August 28, 1996; second by Donnelley. All in favor, motion carried. 939 E. COOPER UNIT E - EXTENSION OF CONCEPTUAL APPROVAL Jake stepped down. ASPEN HISTORIC PRESERVATION COMMISSION NOV. 13~ 1996 MOTION: Roger moved to extend conceptual approval for 939 E. Cooper Unit E until November 9, 1997; second by Suzannah. All in favor, motion carried. 330 GILLESPIE - MINOR Amy stated that the amendment is for a dormer on the north side. It is not a landmark and HPC reviewed the project two years ago. This is a minor alteration at the back of the structure. It would be considered partial demolition but no historic fabric is actually being affected. Scott Lindeau, architect stated that the proposal is to push out the upper level to the rear on the north eight feet by twelve feet to make an office for the owner. The same materials and roofing materials will be incorporated and the same color. We are allowed 210 sqfl. FAR and this proposed is adding 96 sqfl. The garage on the property is historic. MOTION: Donnelley moved that the partial demolition and addition at 330 Gillespie be approved as presented by Scott Lindeau today; second by Roger. All in favor, motion carried. HPC 1997 GOALS 1. Sven stated that HPC needs coordination with City Council in a meeting form. 2. Ordinance #30 revision. 3. Public relations. There is a sense in the community for hostility. 4. Legal issue i.e. Iglehart and Kanan. Threshold issues with applicants. The Building Department implements the action of a contractor. The HPC implements public policy goals toward fitting into the community. Just because you submit the same drawings it doesn't mean the same thing. 5. What if a developer came in to do lodge conversions instead of speck houses. What can the lodge conversion turn into. We currently do not have any jurisdiction. We need to talk with Council to find out what goals they want as a community. Right now we can have lodge conversion next to an historic house. Small lodges should be addressed as a contextual issue, character of the neighborhood. 1. Roger also reiterated City Council coordination with ordinance #30. The (stuccoing of Aspen). The first building is the complex on Cooper and Spring. The second one completed was the town house East. He feels this will be a major problem and a danger of it continuing to an overkill like Grand Junction. Stuccoing would occur to those buildings constructed in the 40's and 50's. He also stated that maybe stuccoing could be included in ordinance #30 and that if a building is being stuccoed only a portion can occur on that building without approval. Suzannah stated Ord. #30 was trying to be (no-material style). 2. Roger also stated that there was a concern about adjacent property owners. If you have an historic landmark you jump through hoops but your neighbor can building the biggest abortion that they want next to the historic landmark and HPC has nothing to say about it unless the building they are dealing with is historic. 3. Lack of enforcement. HPC finds a violation and no enforcement can Occur. 4. A history of HPC should be compiled, maybe hiring an intern next year. When did it start, what was the philosophy, how the philosophy changed and a record of gains and losses. Once that is established we need public education and give a presentation to the different clubs. This could also be a learning tool for new board members. 5. Donnelley stated that if funding was available a plaque could be made for every project that came before HPC and that was completed to HPC's satisfaction. When the Historic Society does their walk the houses would then be identified. Amy Amidon stated at the annual awards maybe we should give out plaques instead of certificates. 3 ASPEN HISTORIC PRESERVATION COMMISSION NOV. 13~ 1996 Sven stated since HPC is 20 years old possibly we should do an honor award. Donnelley stated that if HPC desires to include buildings from the 50's and we find justification it can be presented to council. Sven stated another issue would be documenting houses in the county that are historic. Sven also stated that contractor license issues should be addressed with council. Jake stated that Main Street needs addressed through zoning to support entrepreneur businesses. Reinforce it as a secondary neighborhood commercial space. If we loose that this town is in serious trouble as a viable community. Local people have gone down valley and their businesses have exited also. Pitkin County opened a satellite office down valley. He also stated that he would like to see real good zoning work done to help or change the nature of the office zone to support neighborhood commercial use and concurrently encourage development that would enhance and enforce Main Street as a pedestrian situation. Buses have been incredibly destructive to Main Street as far as pollution etc. Possibly the train will have a more calming effect. The entire GMQS for historic properties i.e. exaction's etc. has incredible impacts on historic structures regarding mass and scale. Relief needs to be given to historic structures on Main Street. Roger also stated that he fears Main Street will end up being stucco. Stucco still has to be painted or coated. Amy stated that one of the obstacles on Main Street is that the P&Z has not wanted to see commercial activity continue down Main Street. There was an application made by the McDonald's to have kids clothing and add that to the conditional use for landmarks. P&Z said no partially due to traffic impacts and also that it is our office zone district and if we turn those into businesses then more office space will go down valley. Roger stated that office is moving down valley because the rent is too high. Aspen has a staggering amount of office space available. Amy stated that with the new long range planner maybe Main Street can be looked at. 4 ASPEN HISTORIC PRESERVATION COMMISSION NOV. 13~ 1996 Jake stated that a minimum size square footage is needed to make it work. Suzannah stated that maybe it could become an accessory type of use. A little grocery store near the Hickory House would be great. Jake also had a thought of limiting every other cross street so you can't drive across them. The alternate cross street would then become a dead end. By doing so you would create little pockets of parking. It would change the nature of the way the street works. You would then have clear areas where people could cross the street. As it is now, it is very dangerous. Sven stated that a little more retail where streets cross would possibly turn the town into a more pedestrian friendly area. Possibly a mixed use to break up the application on Main Street. Jake stated economically small businesses can survive in the core due to the rent structure. The SCI zone works. Valuable people have gone from the area. Sven stated that with alternative H people are benefited on one diagonal and not on the other and businesses are concerned. Sven also stated that he is concerned about alley revitalization. MOTION: Donnelley moved to adjourn; second by Roger. All in favor, motion carried. Meeting adjourned at 6:30 p.m. Kathleen J.
